• Lead strategic project management across the Rural Health Transformation Program’s three funding pathways, five initiatives and associated grant coordinator teams • Design and manage integrated project frameworks, workplans, schedules and tracking systems • Monitor timelines, milestones, interdependencies and deliverables for teams managing approximately 100 grants and contracts per year • Design and execute meeting structures, agendas, materials and follow-up tracking • Build and maintain project plans using tools such as Smartsheet • Drive cross-functional alignment, collaboration, issue resolution and progress toward program goals • Deliver executive-level dashboards, performance summaries and strategic insights to support leadership decision-making • Oversee internal and external engagements and align agendas, materials and follow-up actions with program objectives • Lead continuous refinement of project management processes, tools, templates and workflows • Analyze operational systems, identify gaps and inefficiencies, and implement improvement strategies • Standardize project management practices, tools, methodologies and reporting structures • Develop and govern process documentation for onboarding, knowledge transfer and operational sustainability • Identify, assess and monitor program-level risks, issues and dependencies • Develop and track mitigation strategies with program leadership and initiative teams • Advise on scope changes, timeline shifts and resource adjustments to maintain alignment with RHTP objectives and CMS requirements • Mentor project staff and perform other duties related to Rural Health
• Master’s degree in public health or related field from an accredited college or university required, or equivalent combination of education and experience • Minimum of 10 years leading complex projects or programs, with project management as a core responsibility • Ability to scope, estimate and allocate resources for multifaceted initiatives with interdependent deliverables • Advanced experience with project scheduling, risk management and coordinating workflows across diverse teams • Experience creating, maintaining and regularly utilizing project trackers within enterprise project management tools • Smartsheet experience preferred • Demonstrated leadership in project or program management, ideally within a healthcare-related organization • Capability in evaluating organizational systems, monitoring performance and driving corrective actions or process improvements • Exceptional written and verbal communication skills, including executive-level presentations and comprehensive reports • Understanding of Oregon’s healthcare landscape, with emphasis on rural health systems and related challenges preferred • Ability to organize, prioritize and manage multiple concurrent activities, timelines and stakeholder needs • Ability to set long-term strategic objectives and define plans and actions to achieve them • Skill in identifying operational issues and leading process improvements • Experience applying regulatory knowledge and sound judgment to ensure compliance with laws, standards and organizational policies • Oregon-based candidates preferred • Relocation expenses are not included
