• Provide technical MEAL advice and support to Country Program teams on program design and implementation • Support agency-wide MEAL strategies, standards, tools, and best practices while engaging partners, donors, and governments • Integrate gender, protection mainstreaming, and disaster risk reduction through a cross-sectoral approach • Provide remote and on-site technical solutions for strategic planning, data collection, monitoring and reporting, data management and quality, data analysis and visualization, and feedback, complaints, and response mechanisms • Contribute to or lead MEAL sections of technical proposal designs and support proposal preparation, submission, and approval • Advise project teams on integrating donor MEAL strategies, priorities, and technical requirements • Contribute to or lead project MEAL system development in accordance with donor requirements and CRS policies • Customize and design digital data-collection forms and data-visualization approaches • Document MEAL systems, including creating, maintaining, and periodically reviewing MEAL Operating Manuals • Support MEAL capacity strengthening for staff and partners through training strategies, workshops, coaching, and mentoring • Collect and analyze program data and share lessons learned and best practices • Contribute to donor, peer organization, research institution, and MEAL forum relationships
• Bachelor’s degree in international development, statistics, economics, microfinance or another related field • Minimum of five to eight years of relevant work experience with progressive responsibilities, ideally with an international NGO • Minimum of two years of field-based experience in MEAL • Demonstrated experience with project MEAL, including development of indicators, data collection tools and methodologies, data analysis, and data presentation • Experience developing and producing curricula, tools, evidence, and other products to support MEAL • Demonstrated experience transferring knowledge to diverse audiences through training, mentoring, and other formal and informal methods • Proficiency in MS Office packages, including Excel, Word, and PowerPoint • Kobo and/or CommCare administration experience required • Proficiency with web conferencing applications, information management systems, and knowledge-sharing networks • Knowledge of technical principles and concepts in MEAL • Experience in project design and proposal development, including writing proposal content • Knowledge of capacity-strengthening best practices • Experience with program monitoring, evaluation, and analysis • Experience networking and managing relations with donors, peer organizations, and faith-based civil society partners • Strong knowledge of descriptive statistics and database building and management • Knowledge of design requirements and regulations of major emergency donors, including the US Government, EU/ECHO, and UN agencies • Knowledge of humanitarian principles, standards, and systems • Proficiency in English and Spanish, verbal and written • Willingness and ability to travel up to 50% • Ability to live and work in difficult/stressful environments and serve wherever agency needs dictate • Ability to legally work where the position is performed • Successful candidates requiring residence or frequent travel outside their home country must clear pre-employment medical clearance
