• Identify gaps in supply chain policies, procedures, standards, tools, and guidance for CVA programs • Contribute to resource updates and Standard Operating Procedures for financial service providers, vendors, and voucher programming • Provide practical technical support and guidance to regional and Country Office teams on cash and voucher activities • Escalate complex or high-risk matters to the Advisor II • Contribute to market mapping, response analysis, project design, and procurement option analysis • Support market assessments and financial service provider mapping for emergency preparedness • Support procurements involving financial service providers and voucher vendors, including market research, solicitation, evaluation documentation, contracting inputs, audit readiness, and performance management • Support deployment and continuous improvement of Global Payment Solutions • Support contracting and supplier management processes for CVA-related suppliers • Contribute to digital last-mile solutions for accountable and traceable resource transfer delivery • Incorporate CVA considerations into policies, Insight processes, tools, and learning materials • Develop, adapt, and deliver training and coaching to CRS staff and local partners • Collaborate with HRD, Global Treasury, GKIM, Finance, and the Office of General Counsel • Support research, pilots, data collection, analysis, and documentation of lessons learned • Participate in internal and external technical forums • Maintain relationships with stakeholders, peer organizations, research institutions, service providers, and technical networks • Deploy to support emergency responses and priority Country Office and Program needs
• Bachelor’s degree in international development, economics, supply chain management or relevant field • Minimum of five-eight relevant work experience with progressive responsibilities, ideally with an international NGO • At least three (3) years of international experience implementing or supporting cash and voucher assistance within the humanitarian or development sectors, academia, government, or private sector • Experience with procurement in the humanitarian or public sector • Extensive hands-on experience working with commercial supply chain actors or financial service providers in one or more developing countries • Experience supporting humanitarian emergency responses • Excellent interpersonal, oral and written communication skills • Ability to operate effectively in multi-cultural settings • Working fluency with Microsoft Office software (Word, Excel, PowerPoint, Outlook, and Internet) • Strong ability to manipulate and process large quantitative data and present summary information for decision-making • Experience with digital solutions for supply chain operations, particularly within CVA programs • Fluency in English and French required • Ability and willingness to travel internationally up to 40% per year • Successful candidate must be able to legally work where the position is performed • Positions requiring residence or frequent travel outside a home country require pre-employment medical clearance • Must sign and adhere to CRS’ Code of Conduct
