📋 Description

• Provide technical advice, guidance, and support on program design and implementation, focusing on Emergency Response and Recovery. • Serve as the emergency focal point for country programs in the Latin America and Caribbean Region. • Provide rapid surge support for program quality, management, and leadership capacity during humanitarian responses. • Guide country programs and partners on humanitarian funding opportunities and support proposal design and development. • Support emergency program quality, management, knowledge management, capacity strengthening, and learning. • Contribute to region-wide and agency-wide Emergency Response and Recovery strategies, standards, tools, and best practices. • Provide technical solutions remotely and on-site for strategic planning, program design, implementation standards, partnerships, and monitoring and evaluation. • Take acting emergency leadership roles and support the setup or management of emergency field offices, teams, and relief operations during deployments. • Contribute to technical design of large or complex proposals, monitoring systems, indicators, and donor-aligned approaches. • Develop and deliver capacity strengthening, training, workshops, mentoring, and coaching for staff and partners. • Strengthen partnerships with local organizations. • Collect and analyze program data, evaluate projects, measure impact, and share lessons learned and best practices. • Maintain relationships with donors, peer organizations, research institutions, and other partners. • Represent CRS and partners at humanitarian cluster, donor, coordination, and international cluster meetings. • Promote the health and wellbeing of CRS and partner emergency staff. • Supervise staff.

🎯 Requirements

• Bachelor’s Degree in International Development, International Relations, or a related field required. • Minimum of eight years of relevant international working experience in an advisory or management role with progressive responsibilities. • Minimum of three years working on emergency response programming. • Previous experience providing technical assistance and developing successful proposals for external donor funding required. • Fluency in written and spoken English, Spanish, and French required. • Experience working in the LACRO region preferred. • Knowledge of humanitarian principles, standards, and systems. • Knowledge of major emergency donor design requirements and regulations, including U.S. Government, EU/ECHO, and UN agencies. • Proficiency in security protocols and management of emergency programs in insecure environments. • Ability to work with local partner organizations. • Ability to work in diverse cultural contexts and psychologically and physically stressful environments. • Knowledge of ICT, information management, data visualization, analysis, Power BI, SharePoint, and ICT4D applications. • Application of principles in risk management, accountability to affected populations, safe and dignified programming, and safeguarding. • Experience in high-risk disaster and conflict zones. • Experience starting up or managing large-scale asset transfer programs using cash, voucher, and in-kind modalities. • Familiarity with supply chain, HR, and finance operations management. • Proficiency in Microsoft Office, web conferencing applications, information and budget management systems, and knowledge-sharing networks. • Experience in business development, project design, proposal development, and technical writing. • Experience with mentoring, coaching, facilitation, and adult-learning training. • Experience with program monitoring and evaluation, data collection, data analysis, and data presentation. • Experience networking with donors, peer organizations, and faith-based civil society partners. • Strong strategic, analytical, problem-solving, and systems-thinking skills. • Strong written, oral, presentation, facilitation, training, mentoring, and coaching skills. • Must be willing and able to travel up to 50% of the time, up to six months per year. • Must be able to live and work in difficult and stressful environments and serve wherever agency needs dictate. • Must be legally able to work where the position is performed. • Required pre-employment medical clearance for positions requiring residence or frequent travel outside a home country.
