• Provide current strategic insight into the evolving needs and priorities, structure, and decision-making processes within the Department of State’s Bureau of Disaster and Humanitarian Response. • Advise Dexis leadership on strategies for market positioning and client engagement specific to humanitarian assistance programming. • Identify and facilitate introductions with relevant stakeholders throughout the capture and bid process. • Identify opportunities aligned with Dexis’ corporate capabilities and growth objectives, provide strategic guidance and support on bid capture, and help prepare winning proposal. • Validate strategic direction, programmatic objectives, potential scope, and customer needs and expectations for specific opportunities identified. • Participate in periodic strategy sessions and serve as a trusted advisor throughout the pre-solicitation, capture, and bid phases.
• Minimum 10 years of experience supporting U.S. Government programs • Prior experience with USAID's Bureau for Humanitarian Assistance (BHA), the Department of State's Bureau for Population, Refugees, and Migration (PRM), the Department of State’s Bureau for Global Food Security, and/or any of their predecessor offices, within the past three (3) years is REQUIRED. • Deep familiarity with delivery of US federal humanitarian assistance, disaster response, stabilization, and/or similar crisis-oriented programming is REQUIRED. • Current existing relationships within Department of State and/or implementors of federal humanitarian assistance and disaster response awards overseas is REQUIRED. • Demonstrated experience and nuanced insights into successfully navigating the federal procurement process and the dynamic contracting environment. • Demonstrated track record of engagement with senior-level government officials, particularly at Department of State or in related foreign-policy-focused roles. • Prior experience advising capture or proposal teams targeting State Department contracts. • Discretion, professionalism, and a strong sense of integrity in facilitating client-facing interactions.
