📋 Description

• Write programs and develop user interfaces, menus, and macro level commands to meet user requirements • Perform spatial analyses and produce reports to customer specifications • Assist in developing geographic information systems linking parcel maps or orthophotos with environmental, historic, transportation, and health data • Conduct GIS program activities using GIS hardware and software to produce maps, spatial databases, and thematic data • Support management of geospatial data for address assignment and district boundary maintenance, including street centerlines, address ranges, precincts, and census blocks • Import, convert, and reconcile GIS data from multiple external sources • Map imported spatial files to the production system street file • Support geocoding of address records and resolve unmatched or ambiguous addresses • Create, adjust, correct, convert, and distribute base maps and thematic data • Digitize and maintain Maryland spatial databases • Document procedures, validate data accuracy and completeness, and complete approved metadata forms • Evaluate external information and data for quality and fitness for production use • Provide geographic coordinates and calculate distances and areas of features • Interpret legal descriptions and certify changes in boundary lines • Act as an internal consultant to business users during spatial database use, development, and quality assessment

🎯 Requirements

• Bachelor's degree in Geography, GIS Technology, Cartography, Computer Science, or a related field • At least nine credit hours in coursework specifically related to GIS operation or management • Minimum of two years of professional experience in GIS, cartography, Computer Aided Design and Drafting, or a related field • Programming experience sufficient to automate geoprocessing and build user facing tools, for example Python, ArcPy, SQL, or JavaScript • Working experience producing spatial analyses and reports to customer specification • Experience with address data, street centerline files, and geocoding workflows • Must be authorized to work in the United States • All work must be performed from within the continental United States • Must pass a criminal history background check prior to start, renewed annually for the duration of the engagement • Candidates must be available during Eastern Time business hours • Preferred: Master's degree in Geography, GIS Technology, Cartography, Computer Science, or a related field • Preferred: GIS Professional (GISP) certification • Preferred: Direct experience supporting redistricting or reapportionment, including precinct and district boundary construction and precinct split logic • Preferred: Experience with census geography, TIGER files, and census block level data • Preferred: Experience with spatial ETL tooling, for example FME Desktop or FME Server • Preferred: Prior experience delivering GIS work on a state or local government program • Preferred: Maryland residency of three years or more
