• Conduct GIS program activities using GIS hardware and software to produce maps, spatial databases, and thematic data such as road centerlines, cadastre, wetlands, and historic sites • Create, adjust, correct, convert, and distribute base maps and thematic data • Digitize and maintain spatial databases of Maryland information • Document procedures, validate data for accuracy and completeness, complete approved metadata forms, and produce maps of resulting information • Support management of geospatial data for address assignment and district boundary maintenance, including street centerlines, address ranges, precincts, and census blocks • Import, convert, and reconcile GIS data from multiple external sources • Map imported spatial files to the street file used by the production system • Support geocoding of address records and resolve unmatched or ambiguous addresses • Evaluate outside-source information and data for quality and fitness for production use • Provide geographic coordinates and calculate distances and areas of features • Interpret legal descriptions and certify changes in boundary lines • Act as an internal consultant to business users during their use, development, and quality assessment of spatial databases
• Bachelor's degree in Geography, GIS Technology, Cartography, Computer Science, or a related field • At least nine credit hours in coursework specifically related to GIS operation or management • Two years of professional experience in GIS, cartography, Computer Aided Design and Drafting, or a related field • Hands-on experience producing and correcting base maps, thematic data, and spatial databases • Experience validating spatial data for accuracy and completeness and completing formal metadata documentation • Familiarity with address data, street centerline files, and boundary datasets • Must be authorized to work in the United States • All work must be performed from within the continental United States • Must pass a criminal history background check prior to start, renewed annually for the duration of the engagement • Must be available during Eastern Time business hours • GIS Professional (GISP) certification preferred • Direct experience supporting redistricting or reapportionment, including precinct and district boundary construction and precinct split logic preferred • Experience with census geography, TIGER files, and census block level data preferred • Experience interpreting legal descriptions and certifying changes in boundary lines preferred • Experience with spatial ETL tooling, for example FME Desktop or FME Server preferred • Prior experience delivering GIS work on a state or local government program preferred • Maryland residency of three years or more preferred
