• Prepare Medicare 519 wrap rate applications, including gathering and validating data, completing supporting analyses and documentation, and carrying applications through submission • Advise FQHC clients on Medicare reimbursement, PPS/wrap payments, billing requirements, and related revenue cycle considerations • Review and analyze claims, payments, denials, accounts receivable, reimbursement trends, and other revenue cycle data • Assess revenue cycle workflows across registration, eligibility, charge capture, coding, billing, claims submission, payment posting, denials, and collections • Conduct targeted audits and reconciliations to identify billing, payment, data integrity, and reimbursement issues • Develop recommendations to improve revenue capture, billing accuracy, collections, workflow efficiency, and regulatory compliance • Support client implementation of improved revenue cycle processes, policies, workflows, tools, and controls • Produce financial analyses, reports, dashboards, and other client-facing deliverables • Coordinate with client finance, revenue cycle, operations, clinical, and IT personnel • Provide revenue cycle subject matter expertise on other Facktor client engagements • Work on project-by-project engagements under statements of work defining scope, deliverables, and timelines
• Bachelor’s degree from a four-year college or university • Master’s degree preferred; MBA ideal • Significant professional experience in healthcare revenue cycle management, reimbursement, billing, and healthcare finance • Direct, hands-on experience preparing and submitting Medicare 519 wrap rate applications for FQHCs strongly preferred • Strong knowledge of FQHC Medicare reimbursement, including PPS and supplemental/wrap payment methodologies • Prior experience serving FQHCs or other community health centers strongly preferred • Demonstrated experience analyzing healthcare claims, reimbursement, denials, accounts receivable, and other revenue cycle data • Strong understanding of end-to-end revenue cycle processes, including registration, eligibility, coding, charge capture, billing, claims, payment posting, denials, and collections • Advanced Excel and financial/data analysis skills • Demonstrated ability to independently scope and manage defined projects and deliver high-quality work within agreed timelines • Strong problem-solving skills, including the ability to identify root causes and develop practical, implementable solutions • Ability to translate complex reimbursement and revenue cycle concepts into clear recommendations for client leadership • Strong written, verbal, and client-facing communication skills • Experience delivering consulting services across multiple organizations, projects, and competing priorities • Ability to collaborate effectively and responsively with client and Facktor project teams • Interest in supporting non-profit organizations that deliver high-quality care to underserved communities • Independent consulting practice and ability to work autonomously • Contractor must supply their own equipment, software, workspace, and internet connectivity • Contractor is solely responsible for applicable taxes, insurance coverage, and any professional licensure or certification required to perform the services
• Occasional client travel may be scoped and reimbursed under an applicable statement of work • Contractor determines their own work location and schedule • No employee benefits are provided; the Contractor is not eligible for paid time off, sick time accrual, stipends, insurance, or other Facktor benefits
