📋 Description

• Support analysis of systems, programs, and planning activities related to data privacy and data sharing across the CMM program • Research privacy policies, procedures, technical documentation, data governance programs, and data-sharing initiatives • Research and analyze options to develop relationships and solutions for data privacy and data-sharing problems • Analyze privacy- and data-related technical problems and provide engineering and technical support • Design, develop, engineer, and implement solutions meeting data privacy and data-sharing requirements • Perform Privacy Impact Assessments and privacy risk analyses throughout the system development life cycle • Establish and satisfy system-wide data privacy and classification requirements • Support customers in developing and implementing data privacy and data-sharing policies • Define and maintain data classification, retention, and handling rules for sensitive, court-related, and personally identifiable information • Draft, review, and administer data sharing agreements, MOUs, and ISAs with external agencies and partners • Partner with data governance, legal, and engineering teams to ensure compliance with the Privacy Act, court rules, and federal regulations • Maintain a data-sharing inventory and monitor agreements for renewal, compliance, and risk • Advise stakeholders on privacy-by-design principles for data platform, reporting, and analytics capabilities • Support the CMM Data Modernization and Governance team delivering data governance, engineering, platform, reporting, analytics, and AI/ML capabilities for the U.S. Courts

🎯 Requirements

• BS/BA degree with 5+ years of general experience in information systems providing enterprise cybersecurity through policy, architecture, and training processes • Experience may be considered in lieu of degree • Experience developing plans to safeguard sensitive data against accidental or unauthorized modification, destruction, or disclosure • Experience working with Agile teams and SAFe • Experience responding to security assessments and overseeing vulnerability audits and assessments • Experience developing, negotiating, and administering data sharing agreements, MOUs, or ISAs with external partners or agencies • Working knowledge of the Privacy Act of 1974, records retention requirements, and federal data classification standards • Experience conducting Privacy Impact Assessments or similar privacy risk reviews • Familiarity with data governance, metadata management, and data quality practices • Familiarity with SQL for data querying and validation • Proficiency with BI/reporting tools such as Power BI, Tableau, or QuickSight • Familiarity with statistical analysis tools/techniques such as Excel, R, or Python preferred • Experience with cloud data platforms such as Snowflake, Databricks, or AWS preferred • Understanding of data architecture concepts including data lake, lakehouse, and warehouse • Strong analytical, problem-solving, and statistical analysis skills • CISSP and/or CIPP preferred • Excellent oral and written presentation and communication skills • Ability to work with high-level customer stakeholders and build customer relationships • Experience identifying and applying industry tools, solutions, methods, best practices, and emerging technologies • Ability to work independently and as part of a team • Ability to translate legal and regulatory data-sharing requirements into actionable guidance for technical and non-technical stakeholders • No US citizenship requirement • No security clearance required
