• Design, develop, and deliver engaging in-person and virtual training materials for CDBG-DR grantees and stakeholders • Cover housing, infrastructure, mitigation, program implementation, compliance, and federal grant requirements • Facilitate learning sessions using interactive activities, group discussions, case studies, and role-playing exercises • Deliver group and individual instructional trainings under the direction of a project manager • Contribute to product development projects as a subject-matter expert, author, researcher, or developer • Serve as a subject-matter expert for HUD disaster recovery programs • Customize content for specific audiences based on their needs and learning capacity • Deliver trainings on regulatory and grant-specific requirements, including policies and procedures, national objectives, procurement, federal funding coordination, labor standards, citizen participation, and compliance • Ensure accuracy, consistency, and regulatory compliance of developed materials • Provide technical assistance and capacity-building support to state, territorial, and local governments and CDBG-DR fund recipients
• Bachelor’s degree in Learning and Development, Organizational Management, Education, Public Policy, Finance, Economics, Business Administration, Urban Planning, Public Administration, or another relevant field • Minimum 8 years of experience working directly with CDBG-DR programs, HUD programs, or other relevant affordable housing programs • Minimum 2 years of experience utilizing various training platforms to conduct in-person and virtual trainings and design and deliver training and technical assistance services • Excellent facilitation and presentation skills in virtual and face-to-face classroom delivery • Demonstrated knowledge of housing, community and economic development, and disaster recovery program implementation at state and/or local levels • Willingness to travel occasionally • Excellent verbal, interpersonal, and written communication skills • Ability to explain complex concepts to non-technical stakeholders • Ability to manage multiple priorities, prioritize, multitask, and work effectively in a fast-paced environment • Ability to work with internal staff, outside clients, and consultants • Excellent problem-solving and analytical skills • Proficiency with MS Office software, including Word, Excel, PowerPoint, Outlook, and Teams • Ability to take initiative, coordinate with others, and work independently • Superior attention to detail • Cover letter, resume, and a sample of developed training materials required for application
