📋 Description

• Coordinate mitigation grants and manage projects • Identify potential hazard mitigation projects under FEMA 404/HMGP and 406 programs • Conduct benefit-cost analyses as needed • Coordinate with ICF’s Environmental Historic Preservation team to meet NEPA requirements • Review mitigation project applications for eligibility, feasibility, accuracy, and completeness • Work with client counterparts to identify and develop mitigation opportunities • Assist subrecipients with 404/HMGP grant applications and 406 Hazard Mitigation proposals • Provide direction on required documentation and ensure scopes of work are concise and clearly defined • Develop quarterly reports, requested documentation, templates, and checklists • Ensure budgets are accurate and comply with FEMA eligible-activity guidelines • Coordinate environmental reviews and documentation with ICF’s Environmental Team • Coordinate with Benefit Cost Analysis staff and provide required documentation • Manage and monitor grant applications and project implementation timelines • Review damage descriptions and dimensions to identify mitigation opportunities and assess proposal cost effectiveness • Keep supervisors and leadership informed of issues, problems, and resolutions • Work in the FEMA Grants Portal and ICF’s DisasTRAX program • Conduct site visits of damaged facilities and structures when requested • Present training to staff, stakeholders, and others as directed • Perform other professional duties as assigned

🎯 Requirements

• 2+ years of in-depth experience with FEMA 406 and 404 mitigation policies, including strategic implementation and adherence to best practices • Able and willing to travel by air and vehicle as required, with minimal notice • Able and willing to deploy for evening, weekend, and multi-week assignments away from home • Valid United States driver’s license • Successful completion of a Motor Vehicle Records (MVR) check • Strong proficiency in Microsoft Office Suite and computer use • High attention to detail and accuracy in documentation and reporting • Ability to follow directions • Strong organizational skills and ability to plan, prioritize, and manage multiple tasks independently and collaboratively • Strong written and oral communication, interpersonal, and presentation skills • Excellent critical thinking and decision-making skills • Ability to work under continually changing deadlines and priorities • Awareness and appreciation of diverse cultures, socioeconomic backgrounds, and community dynamics • Preferred: Bachelor’s degree • Preferred: Bilingual English and Spanish, fluent in reading, writing, and speaking • Preferred: 2+ years working with energy and electrical distribution infrastructure or power grids • Preferred: Benefit Cost Analysis expertise • Preferred: Cost estimating experience with RS Means and/or Xactimate • Preferred: 3+ years of electrical distribution experience in Puerto Rico • Preferred: Non-residential construction background • Preferred: Certified Floodplain Manager • Preferred: FEMA grant management process knowledge, including the grant life cycle • Preferred: Knowledge of federal and state disaster management programs • Preferred: Knowledge of FEMA policies and 44 CFR • Preferred: FEMA certifications or relevant FEMA coursework
