• Serve as the senior clinical informatics advisor to federal clinical and program leadership • Support the design, build, deployment, and sustainment of a federal health agency's Oracle Health (Cerner) Millennium EHR • Analyze clinical content and configuration questions and prepare recommendations for federal decision-makers • Support clinical governance and change-control bodies and track items to closure • Analyze and report site readiness across interfaces, devices, data migration, training, and clinical workflow • Support clinical command-center operations through go-live, hypercare, and transition to sustainment • Maintain and prioritize the clinical optimization backlog following go-live • Measure quality, safety, and efficiency outcomes from optimization efforts • Recommend and help operate the EHR patient-safety framework • Draft clinical downtime and continuity-of-operations procedures • Advise on super-user and end-user training strategy, competency standards, personalization events, and post-live proficiency support • Brief federal leadership, site executives, and clinical staff • Coordinate with the EHR vendor, systems integrator, and other federal modernization programs • Produce clinical portions of program deliverables and status reporting • Coordinate clinical participation in integrated testing and functional validation • Recommend acceptance criteria and sampling approaches • Provide clinical subject-matter expertise for legacy-system data migration • Mentor clinical informaticists and business analysts • Support site physician and nursing champions
• MD or DO degree required • Advanced degree in Health Informatics, Healthcare Administration, or a related field preferred • Board certified in Clinical Informatics (ABPM/ABMS) or equivalent health informatics board certification • Active, unrestricted license to practice medicine in a U.S. state or territory • Minimum of 10 years of clinical experience • At least 5 years in a leadership role within medical informatics, involving EHR systems design, build, and implementation • At least one full-lifecycle enterprise EHR implementation from design and build through go-live and hypercare • Multi-site, wave, or cohort deployment experience preferred • Hands-on experience with Oracle Health (Cerner) Millennium and its clinical solution set, including PowerChart, PowerOrders/PowerPlans, Dynamic Documentation, FirstNet, SurgiNet, and PharmNet, preferred • Experience working within federal health systems such as the VA, DoD/DHA, IHS, or other federal healthcare agencies • Familiarity with federal EHR modernization efforts and joint program office structures preferred • Experience delivering clinical or health IT services in a federal program environment • Knowledge of performance work statements, defined deliverable schedules, integrated master schedules, and federal decision-making processes • Familiarity with FISMA/RMF authority to operate and Section 508 requirements preferred • Ability to travel to deployment sites, including extended on-site support during testing, go-live, and hypercare; estimated 20% annually • Ability to obtain a Public Trust • Working command of HL7 v2, FHIR, C-CDA, SNOMED CT, LOINC, RxNorm, and ICD-10 • Fluency in change-control governance and configuration management • Command of EHR-related safety risk, usability, human-factors principles, SAFER Guides, and safety event analysis • Comprehensive knowledge of HIPAA, HITECH, 42 CFR Part 2, ONC certification and information-blocking rules, CMS quality reporting, and applicable accreditation standards • Ability to communicate complex technical concepts to non-technical stakeholders and brief senior federal executives • Ability to lead health IT adoption and optimization • Ability to work effectively with diverse, rural, and historically underserved patient populations and clinical teams
