• Develop and negotiate favorable prices on higher-complexity procurements, including terms, schedules, and purchase-order and acquisition-contract provisions • Administer purchase orders, maintain files, close out procurement activities, and manage supplier customers • Create solicitations, support proposals, conduct price and cost analysis, and negotiate price/cost-related terms and subcontract provisions • Procure higher-complexity and higher-risk items through complex supplier negotiations • Confer with suppliers and analyze supplier operations affecting prices, quality, reliability, and schedules • Review proposals and select or recommend suppliers • Recommend improvements to procurement processes and procedures • Apply advanced knowledge of procurement, sourcing, supplier management, negotiation, cost and price analysis, and regulatory compliance, including TCoPD requirements • Collaborate cross-functionally regarding policies, practices, and procedures • Support and review the work of other buyers and assist the team • Develop or review prime-contract flowdown documents for compliance and liability reduction • Support internal and external audits, including purchase-order file reviews and customer data requests • Support peer reviews and mentor other Buyers
• Typically requires a BA degree and 8–12 years of prior relevant experience or Masters with 6–10 years of prior relevant experience • Experience with Microsoft Outlook, Word, and Excel • Strong oral and written communication skills • Strong Customer Service mentality • Ability to multi-task and strong organizational skills • Familiarity with Federal Acquisition Regulations • Strong interpersonal and communication skills • Knowledge in government contracts preferred • Ability to work in fast-paced environment and manage multiple priorities • Interpersonal skills to work effectively with others within the team and collaborate cross-functionally • Costpoint experience preferred • Terms and Conditions negotiation experience preferred • Knowledge of build to print, fabricated parts, and components preferred • Working knowledge of the Federal Acquisition Regulation and agency-specific supplements such as the DFARS
