• Manage the full cradle-to-grave subcontract lifecycle for international suppliers, including proposal support, source selection, negotiation, award, administration, and closeout • Draft, review, and negotiate complex subcontract agreements, NDAs, memorandums of agreement, and teaming agreements • Ensure subcontract compliance with FAR, DFARS, ITAR, EAR, NATO contracts, and Manufacturing License Agreements • Conduct market research to identify potential subcontractors and assess capabilities and reliability • Serve as primary contractual point of contact for international suppliers • Conduct comprehensive cost and price analysis to ensure fair and reasonable pricing • Monitor subcontractor performance against contract terms, milestones, and KPIs • Implement corrective actions and risk mitigation strategies • Contribute to Program Risk and Opportunity management • Coordinate with Program Managers, Business Development, Legal, Finance, Logistics, and Engineering • Maintain accurate, audit-ready subcontract files and documentation • Coordinate import/export operations with international trade compliance and logistics teams • Ensure required import/export documentation is processed correctly
• Bachelor's degree in Business Administration, Supply Chain Management, or a related field with at least 12 years of professional related experience; or Master's degree with at least 9 years of professional related experience • 16 years of professional related experience may be considered in lieu of a degree • Minimum 5 years of experience in subcontracts administration or procurement, emphasizing international suppliers/contracts • Experience with FAR/DFARS government contracting regulations • Understanding of ITAR/EAR compliance requirements • Familiarity and experience with NATO contracts and Manufacturing License Agreements • Experience negotiating complex terms and conditions with international entities • Experience leading or mentoring other Subcontracts Administrators with International Supplier PO Packages • Experience reviewing subcontract packages from peer or junior Subcontracts Administrators • Proficiency with Microsoft Office Suite • Experience using procurement or ERP systems such as Costpoint or SAP • Must be a U.S. citizen • Must be able to acquire a Secret Clearance • Knowledge of country-by-country legal and regulatory procurement requirements preferred
