📋 Description

• Build a qualified talent pool for anticipated U.S. Department of Health and Human Services, Administration for Children and Families, Office of Head Start opportunities • Support administration and oversight of Head Start and Early Head Start grants and programs • Review and analyze grant recipient program, grant, monitoring, compliance, operational, and performance documentation • Support federal discretionary grants management, grant applications, grant actions, monitoring, compliance, and follow-up • Track assignments, actions, milestones, deliverables, schedules, deadlines, program requirements, and corrective actions • Analyze program, fiscal, enrollment, monitoring, quantitative, qualitative, and operational information • Identify trends, risks, issues, management concerns, patterns, and opportunities for improvement • Prepare analyses, memoranda, correspondence, reports, presentations, summaries, briefing materials, and other analytical or written products • Support program evaluation, quality assurance, performance monitoring, continuous improvement, and operational improvement activities • Conduct research and translate complex information into clear, actionable findings • Coordinate projects, meetings, communications, follow-up activities, stakeholder requests, and information among teams and stakeholders • Maintain project documentation, tracking tools, program records, workflow systems, and management systems • Provide recommendations, technical expertise, project implementation, day-to-day coordination, and operational support to OHS teams and federal staff • Assist with special analyses, special projects, leadership requests, and operational requirements

🎯 Requirements

• Qualifications vary based on the position and level • Lead Program Specialist / Lead Program Support Specialist: bachelor's degree in early childhood education, human services, public administration, business, or a related field • Lead Program Specialist / Lead Program Support Specialist: five or more years of progressive professional experience related to early childhood programs • Program Support Specialist: bachelor's degree in early childhood education, human services, public administration, or a related field • Program Support Specialist: at least two years of progressive professional experience related to early childhood programs • Professional experience with Head Start, Early Head Start, another federally funded early childhood program, research, analysis, evaluation, performance-related work, or project/program coordination, depending on role • Experience in program analysis, grants management, monitoring, compliance, program operations, project coordination, documentation, or related areas • Direct Head Start/Early Head Start experience strongly preferred and may be required for certain assignments • Experience with federal, state, local, nonprofit, public-sector, early childhood, or comparable programs, depending on role • Experience analyzing and presenting information from multiple sources • Strong analytical, writing, documentation, organizational, written, oral, and verbal communication skills • Supervisory or team leadership experience preferred for lead roles • Experience supporting multidisciplinary teams and multiple stakeholders • Knowledge of Head Start, Early Head Start, federal early childhood programs, or comparable federally funded programs • Ability to analyze and synthesize complex information • Ability to manage multiple priorities, assignments, and deadlines • Strong attention to detail and commitment to quality • Ability to work independently and collaboratively • Experience interacting professionally with government staff, grant recipients, contractors, program staff, or community partners • Proficiency with Microsoft Office and web-based collaboration and program-management tools • Experience with Head Start Program Performance Standards, federal discretionary grants, grant application review, grant actions, program monitoring, compliance, corrective action, fiscal management, federal grant requirements, or related Head Start content areas may be required or highly desirable depending on position • Experience with Head Start Enterprise System (HSES), GrantSolutions, Aligned Monitoring System (AMS), Smartsheet/SmartFlow, ChildPlus, or comparable program management systems highly desirable • Legally authorized to work in the United States • Able to satisfy applicable federal background, security, and system-access requirements
