📋 Description

• Provide independent engineering advisory support for DOE Energy Dominance Financing technical due diligence, credit evaluation, lifecycle monitoring, and assurance activities • Review commissioning plans and assess startup readiness • Validate performance and acceptance testing • Oversee commissioning execution and operational transition readiness • Support completion certification activities • Review project documentation and evaluate technical and commercial interfaces • Identify risks and mitigations and validate assumptions • Support conditions precedent and disbursement readiness reviews where applicable • Prepare commissioning schedules, test packages, punch lists, readiness reviews, completion evidence, and lender-ready work products • Coordinate with engineering, finance, legal, construction, operations, environmental, HSE, and project controls stakeholders • Support timely lender and DOE decision-making • Participate in data room reviews, borrower and contractor interviews, site observations, monthly monitoring meetings, risk register updates, CP evidence reviews, draw package checks, issue closure tracking, and preparation of Independent Engineer reports • Deliver independent, traceable outputs suitable for lender review and aligned with technical due diligence, construction monitoring, EPC oversight, completion certification, operations monitoring, and debt-service viability assessment

🎯 Requirements

• Bachelor's degree in engineering, geoscience, petroleum engineering, mechanical, electrical, chemical, civil, environmental, or related technical field • 10+ years of relevant engineering, construction, operations, compliance, risk, finance, or energy infrastructure advisory experience • Demonstrated work on oil and gas, power, utilities, or large-scale infrastructure projects for owners, lenders, independent engineers, or federal clients • Experience with independent engineering review and technical due diligence • Knowledge of commissioning planning, startup readiness, acceptance testing, performance validation, and turnover • Experience with risk assessment, data room review, information request tracking, report writing, and Excel-based analysis • Ability to coordinate with engineering, finance, legal, construction, operations, environmental, HSE, and project controls stakeholders • Technical judgment, independence and objectivity, analytical rigor, attention to detail, defensible documentation, issue escalation, quality mindset, and schedule discipline • Ability to translate technical evidence into actionable risk, compliance, and financing implications • Understanding and proficiency with Microsoft Office • Advanced proficiency with Excel, Access, Outlook, PowerPoint, and Word preferred • Proficiency with Adobe Acrobat, data analytics tools, and Visio preferred • PE, PMP, CSP, API, NACE/AMPP, PMI, or discipline-specific credentials preferred where applicable • Ability to meet role requirements, establish and achieve documented annual goals, and support business development and other ProSidian efforts
