📋 Description

• Lead and manage assigned Product Lifecycle areas, including priorities, performance, staff development, ownership, and accountability • Serve as escalation point for complex, high-priority, or high-profile items • Balance competing priorities while maintaining delivery and quality • Connect lifecycle functions such as Discovery, Reuse, and SaaS governance • Establish shared intake criteria, handoff standards, and communication touchpoints • Facilitate recurring cross-team syncs to surface blockers, clarify ownership, and align prioritization • Represent managed functions in modernization and organizational discussions • Build and maintain SOPs, process maps, handoff criteria, decision logic, and knowledge-base articles • Capture historical process context, timelines, and program history as institutional knowledge • Set documentation standards and maintenance cadence • Track and report performance and process-health metrics to leadership • Analyze request and program trends and recommend process improvements, tooling changes, or new service offerings • Advise leadership with program and lifecycle recommendations • Provide governance, compliance, and quality oversight, including quality-control review • Ensure alignment with security frameworks, VA cloud strategy, enterprise architecture standards, federal regulations, and VA policies

🎯 Requirements

• U.S. Citizen or Permanent Resident required • Must be able to pass a federal background investigation/suitability determination as required for VA contractor personnel • Bachelor's degree in Computer Science, Business Management, or a related field, or equivalent experience • Minimum 5 years of experience in cloud services, IT service management, or product/program operations • Minimum 3–5 years in a leadership, team-lead, or cross-functional program role • Demonstrated track record building working relationships across teams and building process structure and documentation from the ground up • Hands-on experience with SaaS products and PaaS platforms, such as AWS, Microsoft Azure, Google Cloud Platform, ServiceNow, or Salesforce • Working knowledge of ITSM frameworks, such as ITIL, and triage/ticketing systems • Experience in federal government environments, preferably with VA or another large federal agency • Familiarity with FedRAMP, FISMA, ATO processes, and federal cloud security/compliance requirements • Clear written and verbal communication, including translating technical concepts for non-technical stakeholders • Strong analytical and problem-solving skills with a record of practical, compliant solutions • PMP active certification, demonstrated progress toward it, or equivalent hands-on project/process management experience preferred • Additional certifications such as ITIL Foundation, Lean Six Sigma, AWS/Azure/GCP, or CISSP preferred • Prior VA OIT or VA cloud initiative experience preferred • Direct experience with Reuse, SaaS Memo/Attestation, or ISO governance processes preferred • Experience with business process management, workflow automation, or process-mapping tools preferred • Reliable internet service that allows for effective telecommuting
