📋 Description

• Lead the development of ThinkWell’s health financing work and ensure technical excellence across ThinkWell’s portfolio • Provide guidance on public financial management, domestic resource mobilization, and disbursement-linked indicators • Provide technical leadership for program design and execution • Recruit and build technical talent within the firm • Supervise technical project staff • Grow the health financing portfolio and ensure high-quality technical project execution • Build intellectual and human capital in health financing across the company • Communicate with ThinkWell directors and project managers globally to share and disseminate technical knowledge • Recruit, support, and mentor team members in health financing • Collaborate with the talent team to design technical training and professional development activities • Lead and support engagement with global partners working on public financial management, domestic resource management, and outcomes-based financial modalities • Publish papers, articles, and blogs; present at conferences; participate in technical working groups • Represent ThinkWell at conferences, meetings, and other venues • Consult and coordinate with government, donors, and other stakeholders • Expand activities through collaboration with internal projects and external partners • Build ThinkWell’s portfolio in health financing, domestic resource mobilization, public financial management, and related areas

🎯 Requirements

• Master’s degree in health economics, health policy or related field with 10 years of experience or a PhD and 8 years of experience • Reputation as a leader in the area of technical specialty with a track record of high-impact publications and/or a strong international, professional network in the field • Substantive, relevant work experience in the specific area of technical expertise, such as ministries of health and ministries of finance experience, health financing or health policy expertise, and health systems strengthening • Ability to communicate technical information to non-technical audiences • Track record of managing complex, multi-country projects • Extensive experience with project monitoring and evaluation in the area of technical specialization • Strong capabilities in domestic resource mobilization and public financial management • Preference for individuals with experience creating and monitoring disbursement-linked indicators and outcomes-based programming • Previous experience working with USG funding and USG transition work strongly preferred, including deep relationships with former USAID Mission staff and MOH staff • Demonstrated interest and ability in growing staff, mentoring and coaching junior professionals • Senior leadership ability to rally staff around ThinkWell’s mission and priorities • Thoughtful systems thinking and grounded, pragmatic understanding of the complexities of the work • Demonstrated ability to engage effectively with external strategic partners, donors, and stakeholders • Proven new business development, proposal writing and fundraising experience • Full English fluency required; second language a plus • Global experience partnering across varying country income levels • Outstanding cross-cultural communication skills • Ability and willingness to travel up to 30%
