📋 Description

• Plan, direct, and coordinate cross-functional team activities, including multiple subcontractors, across the full project management lifecycle • Maintain accountability for project financials, operational budgets, staffing, subcontractors, resources, and risk • Identify, assemble, and onboard resources, including selecting subcontractors • Plan, schedule, monitor, and report project activities • Lead teams in determining client requirements and translating them into operational plans • Maintain compliance with contract and project requirements, including physical and cybersecurity, regulatory compliance, and user experience • Prepare, lead, and document status review meetings with project teams and clients • Support senior management with proposals, bids, contracts, estimates, and schedules • Identify, propose, and develop on-contract growth opportunities • Mentor and advise customers and subcontractor partners on project management methods and procedures • Control project requirements, scope, and change management • Coach and counsel cross-functional team members to meet goals and schedules and resolve technical or operational issues • Establish metrics for KPIs and quality metrics • Review, comment on, and approve project deliverables • Recommend and use automated project management systems • Identify and recommend contingency measures • Create communication plans for stakeholder information exchange • Advise senior management on project management capability and risk • Monitor emerging technologies and project management techniques • Perform other duties as assigned

🎯 Requirements

• Proven ability to plan, direct, coordinate, and manage multiple interrelated programs concurrently within a complex, multi-stakeholder portfolio • Strong supervisory and talent-management skills, including recruiting, assigning, developing, and retaining project and program management professionals • Experience prioritizing effort, directing attention, and practicing effective delegation • Superior facilitation, negotiation, and stakeholder-management skills at executive and client leadership level • Experience developing and institutionalizing PMO governance frameworks, including policies, standards, and procedures • Entrepreneurial mindset and success in fast-paced, self-directed environments • Strong financial acumen, including portfolio-level budgeting, forecasting, and earned value management (EVM) • Executive presence and ability to translate complex business and technology topics into actionable insight for government executives • Ability to build relationships and communicate effectively with internal teams, subcontractors, clients, and government stakeholders • Change leadership experience driving consistency and continuous improvement • Command of waterfall, agile, and hybrid project/program management frameworks • Solid technical understanding of enterprise information technologies • Strong analytical and problem-solving skills • Deep understanding of FFP, T&M, CPFF, and IDIQ contract types, with ability to analyze and enforce contractual requirements • Ability to learn, understand, and apply new technologies quickly • Must be able to obtain a DoD Secret clearance or equivalent within 90 days of hire; existing clearance preferred • Must be legally authorized to work in the United States without employer sponsorship • Bachelor’s degree in computer science, MIS, Business, or related field; an Associate’s degree plus four additional years of qualifying experience may satisfy the educational requirement • Ten or more years of specialized experience leading successful projects and programs, including at least five years supervising or managing project/program managers • Demonstrated experience managing a portfolio of multiple, interrelated programs simultaneously • Project Management Professional (PMP) certification required • PgMP preferred • Current cybersecurity certification compliant with DoD 8570.1 IAM Level II or higher preferred • Must reside in DC, Maryland, or Virginia
