• Establish and maintain the project cost baseline throughout both the design and construction phases • Lead Earned Value Management (EVM) processes, including conducting CPI/SPI analysis, preparing variance reports, and delivering monthly performance summaries • Prepare and deliver detailed cost reports and dashboards for senior leadership, providing clear visibility into trends, risks, and mitigation strategies • Manage change control processes, log, quantify, and validate change requests and claims • Coordinate pricing and cost/schedule impact assessments to ensure all project changes are accurately captured and managed • Work closely with schedulers using Primavera P6 to align cost and schedule data for precise progress measurement and forecasting • Support commercial teams by reviewing payment applications, assessing subcontractor claims, and contributing to negotiations and the finalization of accounts • Identify and resolve project control issues, working collaboratively with other team members to propose effective solutions • Mentor junior cost controllers, promoting the consistent application of project controls procedures and fostering a culture of continuous improvement
• 6–9 years’ experience in cost management, quantity surveying, or project controls on large infrastructure projects (rail/transit preferred) • Bachelor’s degree in Engineering, Quantity Surveying, Construction Management, or related discipline • Proficiency with Oracle ERP or similar financial systems, and advanced Excel; experience with Power BI or similar tools is an asset • Knowledge of scheduling software (Primavera P6) and ability to assess cost and schedule impacts of design or construction changes • Strong analytical skills with attention to detail and accuracy • Proven ability to work in a collaborative team environment, demonstrating excellent communication and stakeholder engagement skills • Familiarity with Earned Value Management, change control, and risk management frameworks • Experience working in an alliance contract environment beneficial
