• Perform in an Application Systems Analyst capacity for the majority of working hours. • Perform in a Project Manager capacity up to 20% of working hours. • Elicit, analyze, and document content eligibility criteria, business rules, filtering logic, and selection triggers. • Inventory source and target metadata fields and develop mapping, transformation, and normalization rules. • Define metadata validation rules and reconciliation procedures for mismatches and failures. • Document workflow states, approvals, escalations, exception paths, roles, permissions, and governance responsibilities. • Document exception handling and audit and traceability requirements for content selection and transfer decisions. • Translate analysis into JIRA user stories with acceptance criteria and support backlog grooming, story scoring, and sprint planning. • Collaborate with government QA and testing staff on acceptance criteria, user acceptance testing, validation, and operational readiness reviews. • Provide analytical input into requirements, design, workflow, and security documentation. • Facilitate Agile ceremonies for a scrum team on a three-week sprint cadence. • Track and report sprint performance, velocity trends, and quality metrics using JIRA dashboards and reporting tools. • Prepare status reports for government stakeholders and maintain risk and dependency logs. • Coordinate cross-team dependencies with project managers, developers, testers, and subject matter experts. • Monitor contract deliverables and sprint commitments, identify risks, and propose corrective actions. • Support onboarding, delivery governance, KPI definition, and backlog structuring; lead closeout and transition activities.
• Minimum 5 years of combined experience in business and systems analysis and project management supporting software development teams. • Bachelor's degree in Information Systems, Computer Science, Business, Library or Information Science, or a related field, or equivalent additional experience. • Demonstrated experience working in Agile and Scrum environments, including facilitating Agile ceremonies and managing user-story-based delivery. • Hands-on experience with JIRA or an equivalent project tracking and reporting tool, including story point metrics, dashboards, burndown, and velocity reporting. • Experience with digital content or digital collections management, including content ingest, digital asset workflows, metadata management, or content exchange between systems. • Experience analyzing and documenting workflow systems, business rules, roles and permissions, and exception handling. • Strong working knowledge of SDLC best practices, requirements definition, design documentation, testing, and release processes. • Ability to produce business rules, data and metadata mapping matrices, process flows, and user stories with acceptance criteria. • Excellent written and verbal communication skills, including status reporting to client or government stakeholders. • Ability to work independently and coordinate a distributed, fully remote team. • U.S. citizenship or current authorization to work full-time in the United States; sponsorship is not available. • Ability to obtain and maintain a Public Trust or Suitability Determination. • Preferred: federal Agile software development experience; metadata standards and digital preservation familiarity; Scrum Master or Agile delivery lead experience; CSM, PMP, or PMI-ACP certification; QASP contract experience; familiarity with Python, Django, REST APIs, ETL, Solr, Elasticsearch, AWS, relational databases, Tableau, Grafana, Section 508, WCAG 2.1, CUI, or NIST SP 800-53.
