• Identify and qualify opportunities that align with BME’s strategic priorities and capabilities. • Conduct market research and partner outreach to expand BME’s visibility and pipeline. • Work with the Leadership Team to forecast, track, and evaluate business development performance. • Lead proposal strategy, writing, and coordination for state, federal, and foundation solicitations. • Partner with technical staff to shape solution design, budgets, and win themes. • Manage proposal schedules, ensure compliance, and deliver high-quality, competitive submissions. • Build and maintain relationships with prospective clients, teaming partners, and funders. • Support capture planning, client engagement, and early-stage discussions that lead to new opportunities. • Represent BME at conferences, networking events, and professional forums to expand visibility and partnerships. • Strengthen BME’s internal BD systems, including CRM management, pipeline reporting, and proposal library development. • Recommend process improvements and tools that enhance coordination, efficiency, and knowledge management.
• 7+ years of experience in business development and/or proposal management, preferably in public health, consulting, or state/local government contracting. • Demonstrated success managing proposals to state, municipal, or public health agencies. • Exceptional organizational, communication, and writing/editing skills. • Experience leading cross-functional teams under tight deadlines. • Entrepreneurial mindset — able to balance structure with adaptability in a fast-paced, growing firm. • Bachelor’s degree required (any field); Master’s preferred but not required
