📋 Description

• Lead all Phase-In transition activities for the IOSS Application Services program • Manage knowledge transfer, documentation, SOPs, tooling access, and operational handoff across Application Services domains • Oversee onboarding, account provisioning, baseline assessments, readiness checks, and transition risk mitigation • Establish transition governance, schedules, sync meetings, dependency mapping, risk boards, and stakeholder communications • Ensure alignment with federal cybersecurity requirements, VA Handbook 6500, TRM, and PWS-defined security and privacy standards • Coordinate cross-functional integration across Cybersecurity, ICAM, PKI, Web/Middleware, Virtualization, Printer Security, Database, and OC/CMOP teams • Produce executive-ready reports, dashboards, and updates on readiness, risks, onboarding progress, and transition performance • Ensure validated documentation, SOPs, architecture diagrams, and operational runbooks are transitioned to GDIT ownership • Identify modernization opportunities supporting Zero Trust, cloud migration, and long-term enterprise improvements • Support escalations, incident coordination, and enterprise governance activities as needed

🎯 Requirements

• Bachelor’s degree and 8+ years of experience in enterprise IT operations, program management, or technical leadership • Experience overseeing large-scale federal or enterprise IT transitions across multiple technical domains • Strong understanding of NIST SP 800-53, RMF, Zero Trust, and TIC 3.0 • Ability to lead cross-functional engineering and operations teams in multi-vendor environments • Experience with identity services, PKI, vulnerability management, database operations, web/middleware hosting, virtualization, and workflow automation • Skills in project management, stakeholder communication, risk mitigation, status reporting, and governance • Strong organizational skills and strategic thinking • Ability to present technical information to executive audiences • Ability to support escalations, incident coordination, and enterprise governance activities • Must be able to obtain a Public Trust clearance • US Citizenship Required • No visa sponsorship available • Desired: PMP, PgMP, SAFe, or ITIL v4 certification • Desired: Experience supporting VA or other federal agencies • Desired: Experience leading RMF, ATO, cyber compliance, or large systems integration programs • Desired: Technical depth in cloud platforms, PKI, ICAM, virtualization, middleware, databases, or enterprise monitoring • Desired: Experience managing performance-based contracts and KPI/AQL delivery environments
