📋 Description

• Provide surge capacity for defined, time-bound health policy advocacy and communications assignments • Conduct political economy analysis, stakeholder mapping, and influence strategy • Design and deliver advocacy campaigns, including theory of change, power mapping, messaging, moment planning, and coalition mobilization • Develop policy briefs, positioning papers, technical reports, presentations, and other advocacy tools • Analyze health financing and public financial management, including budget cycles, domestic resource mobilization, investment cases, and fiscal-space framing • Rapidly synthesize evidence into decision-relevant outputs • Visualize and communicate complex data through compelling storytelling • Engage technically with ministries of health, finance, and national regulatory authorities • Support regional, continental, and multilateral advocacy engagement • Develop media strategies, op-eds, press materials, polling and public opinion research, and launch packages • Facilitate and convene collaborative processes involving governments, donors, civil society, and researchers • Design and deliver high-level global and regional events • Develop advocacy and funding proposals for philanthropic, bilateral, and multilateral donors

🎯 Requirements

• Demonstrated experience in health policy, advocacy, or government engagement in low- and middle-income, and multilateral settings • Fluency in English • Strong client-facing communication and facilitation skills • Ability to work independently in dynamic, multicultural, and politically sensitive environments • Project management skills • Degree in public policy, public health, economics, international development, or equivalent experience (desirable) • Demonstrated experience designing and running advocacy or political campaigns that achieved a defined change in government policy, budget, or public commitment (desirable) • Systems thinking and problem mapping skills (desirable) • Digital and earned-media campaign experience (desirable) • Professional proficiency in French or Portuguese (desirable) • Direct experience advising ministries of health or finance, national regulatory authorities, or working within a legislature or regional body (desirable) • Specialist depth in one or more relevant health policy and communications areas (desirable) • Established relationships with key health policymakers and networks in priority geographies (desirable) • Prior work with or knowledge of international donors and financing mechanisms (desirable) • CV of no more than 3 pages, or capability statement for organizations • Short cover letter of no more than 1 page • Availability for short-notice deployments or remote technical support prioritized
