📋 Description

• Review planning applications, prior declarations, development permits, and planning certificates for local authorities • Verify that applications are complete and request any required additional documents • Assess projects for compliance with applicable planning regulations • Draft proposed decisions and notifications to applicants • Meet statutory processing deadlines and manage the administrative follow-up of applications • Apply the French Planning Code and analyze Local Urban Plans (PLU/PLUi), municipal maps, and the National Planning Regulations (RNU) • Consult relevant authorities and departments, including the French Heritage Architect (ABF), fire and rescue services (SDIS), road authorities, and sanitation departments • Incorporate constraints relating to protected areas and natural and technological risks • Verify projects’ architectural, landscape, and siting compliance • Prepare regular activity reports for client local authorities • Update case-management and application-tracking systems • Contribute to the development of urban-planning services and client satisfaction

🎯 Requirements

• Be registered as a sole trader or operate through an individual company, such as a SASU, EURL, SARL, or EI • At least 2–5 years of experience processing planning applications • Bachelor’s to master’s degree (Bac+3 to Bac+5) in planning law, spatial planning, public law, or geography and urban planning • In-depth knowledge of the French Planning Code and authorization procedures • Excellent knowledge of the French Planning Code, including Articles L. 421-1 et seq. and R. 431-1 et seq. • Advanced ability to analyze PLU/PLUi, municipal maps, and the National Planning Regulations (RNU) • Ability to process all types of applications: building permits (PC), development permits (PA), prior declarations (DP), and planning certificates (CU), both operational and informational • Knowledge of public-utility easements, protection zones (ABF and listed sites), and buildability regulations • Ability to read plans, cross-sections, and architectural project drawings • Knowledge of GIS tools, including QGIS and ArcGIS • Knowledge of contentious appeal procedures and administrative case law relating to planning • Strong attention to detail and organizational skills • Excellent drafting and summarization skills for preparing decisions and legal memoranda • Strong interpersonal and training skills • Analytical mindset and sound judgment • Ability to manage applications independently • Adaptability to the specific characteristics of client territories and local authorities • Customer-service mindset and results orientation • Detailed CV and Kbis extract or proof of registration • Participation in a qualification interview and technical skills assessment
