• Perform cost estimates for HV and MV electrical power systems, including substations and transmission/distribution systems, primarily on EPC/turnkey/design-build projects • Understand project requirements and constraints across engineering-only, EPC, utility, renewable, industrial, and commercial projects • Coordinate with preconstruction, engineering, procurement, project management, and field services departments • Develop cost estimates and project budgets for substation and transmission line projects • Review client RFP documents, preliminary design drawings, and project documents to determine scope, schedule, and design criteria • Develop estimates for internal labor, equipment, materials, construction labor, testing and commissioning, overhead, general conditions, project management, and administrative support • Prepare detailed material takeoffs and equipment/subcontractor bid packages • Respond to vendor and subcontractor RFIs • Evaluate and levelize vendor and subcontractor bids • Assist with project proposals, client bid evaluations, cost reviews, and RFI responses • Assist with contract development and ensure awarded-project scope and pricing align with estimates • Assist with project kickoff and turnover to the project execution team • Compile and track historical bids and project execution costs for future bids • Present cost estimates to department and company leadership
• Practical knowledge and understanding of Engineering/Procurement/Construction projects • 3+ years of experience estimating transmission-level substations and transmission lines from 13.8kV to 500kV • Experience with EPC substation/transmission projects and estimating engineering, equipment, materials, construction, testing and commissioning, overhead, general conditions, project management, administrative, and support costs • Knowledge of NEC, NFPA, NESC, OSHA, NERC, RUS, IEEE, ANSI, IEC, and local and federal building codes and standards • Familiarity with reviewing preliminary substation and transmission-line electrical drawings and calculations • Ability to conceptualize project needs from RFPs with limited or no detailed information or drawings • Ability to work independently and in a team setting • Strong written and verbal communication skills • Research, engineering/design issue evaluation, alternative analysis, recommendation, and presentation skills • Problem-solving skills in time-sensitive situations • Intermediate Microsoft Word proficiency • Intermediate Microsoft Excel proficiency • Intermediate Microsoft Outlook proficiency • Basic Microsoft Project proficiency • Basic AutoCAD 2015 or later proficiency • Intermediate Bid2Win or other estimating software proficiency • Ability to travel typically 10% • Ability to lift or move equipment up to 15 lbs • A degree in Electrical Engineering, Electrical Power Engineering, Civil Engineering, and/or related Engineering Technologies is preferred
