📋 Description

• Provide expert guidance on strategic trade control implementation in customs, including targeting and risk analysis, inspections, and seizure of illicit goods • Provide expert guidance on strategic trade control enforcement through investigations and pursuit of administrative and/or criminal penalties • Conduct assessments of proliferation risks, customs STC implementation, enforcement capabilities, and legal/regulatory frameworks • Develop and deliver in-person and/or virtual training and relevant materials • Consult with partner governments and develop strategies to strengthen coordination among ministries, customs authorities, industry stakeholders, and enforcement entities • Draft memoranda, concept models, standard operating procedures, operational checklists, organizational charts, position descriptions, and strategic communication plans and products • Plan, organize, and lead stakeholder coordination meetings • Write detailed after-action reports documenting findings, issues, analyses, and recommendations • Serve as an ICITAP advisor supporting strategic trade control assistance and strengthening capacity in the East Asia Pacific region

🎯 Requirements

• Minimum 10 years of experience in customs inspection and/or STC enforcement • Demonstrated experience managing complex, multi-stakeholder projects, including planning, execution, monitoring, and reporting • Strong knowledge of U.S. STC policy and international frameworks related to export controls, cargo security, and customs enforcement • Experience working with U.S. government agencies, international organizations, or foreign government counterparts • Proven ability to develop and implement strategic plans and translate policy objectives into operational programs • Excellent written and verbal communication skills, including the ability to produce reports, briefings, and policy documents for senior audiences • Strong organizational skills and attention to detail, with the ability to manage multiple priorities under tight deadlines • Experience delivering training, workshops, or technical assistance programs • Ability to travel internationally, including to countries in the East Asia Pacific region • At least two (2) years of experience in STC-related customs and/or enforcement training development and delivery (desired) • Fluency in Spanish, Arabic, or Russian (desired) • Experience engaging in the private sector on STC-related topics, including customs compliance, STC compliance, and enforcement (desired) • At least three years of experience working with and/or mentoring foreign customs and STC enforcement personnel (desired) • Regional expertise or prior work experience in East Asia and the Pacific and Latin America (desired) • Familiarity with international export control regimes and customs standards (desired) • Experience designing and evaluating capacity-building or security assistance programs (desired) • Knowledge of cargo screening technologies, risk management systems, and modern customs practices (desired) • Prior experience working in or with government agencies responsible for border security, trade compliance, or law enforcement (desired) • Foreign language proficiency relevant to the East Asia Pacific and Latin America region (desired) • Experience coordinating inter-agency or international initiatives (desired) • PMP or similar project management certification (desired) • Demonstrated ability to work effectively in cross-cultural environments and build strong international partnerships (desired)
