📋 Description

• Incorporate health economics, business analytics and competitive intelligence into innovative strategies to gain, improve and defend public and private market access, with a focus on Quebec • Own national access for specific products • Collaborate with HEMA colleagues on Quebec product strategies, including INESSS submissions and MSSS negotiations • Document HEMA tactical plans, execute relevant portions, and track and report cross-functional progress • Participate in key global teams and communicate issues and priorities to VA&P and cross-functional teams • Develop and maintain partnerships with Access Strategy Leads • Maintain ethical external relationships with INESSS decision makers, staff, and clinical consultants • Manage Core Access Team strategic planning and monthly meetings for allocated products • Partner with Brand Team, Marketing & Sales, Medical and Scientific Affairs, R&D, and VA&P on annual plans • Develop, manage, and report HEMA tactical budgets monthly • Liaise with therapeutic-area and brand teams to align VA&P strategies and tactics • Collaborate with Contracts and Pricing to create payer proposals and support RAMQ listing mechanics • Generate evidence and value propositions for pipeline products • Lead INESSS, CDA, provincial, and private payer submissions, including adapting global value dossiers and developing budget impact analyses • Monitor Quebec competitive intelligence and participate in relevant external forums • Partner with Policy, Stakeholder Relations, and Brand Team members on reimbursement advocacy • Develop relationships with external market access, outcomes research, and health economics vendors • Participate in monthly Quebec Regional cross-functional field meetings and global Value, Access and Policy and Global Health Economics meetings

🎯 Requirements

• Bilingualism (French and English) is required • Bachelor’s Degree • Strong understanding of INESSS, CDA and provincial review agencies • Partnerships or experience in working with academia and vendors • Experience in drafting/reviewing/critiquing HE models, reports, BIMs, cost calculators • Basic understanding of outcomes research methodologies and ability to review and/or contribute to research protocols • Bachelor’s, Master’s or PhD in health economics, pharmacy, science, or quantitative methods preferred • Independent, self-motivator and cross-functional • Strong communication skills (written, verbal, including presentation) • Highly detail oriented, scientifically minded, and ability to multi-task and prioritize • Proven team player • Strong decision making and problem solving skills • Strong project management skills • Strong analytic skills in reviewing dossiers, data, and creating analyses • Strategic focus and strong customer focus • Demonstrated budget management abilities
