📋 Description

• Support DNC's client at NOAA's National Ocean Service Headquarters • Help create NOS budget submissions to NOAA Headquarters, DOC Headquarters, OMB, and Congress • Review, draft, and strengthen budget justification requests within the President's Budget Request • Lead the creation, collection, and review of crosscut data calls spanning multiple programs and offices • Draft and edit budget increase and decrease requests and justifications • Track crosscuts of data across budget lines and NOS offices • Correspond with financial management centers to prepare for the annual President's Budget submission and crosscut data calls • Draft and review impact statements based on Congressional markups • Create, maintain, and present budgetary exhibits and briefing materials for government audiences • Support responses to Congressional, interagency, and intra-agency data calls • Coordinate with program offices to translate technical and scientific documents for external audiences • Track NOS program budgets across multiple fiscal years and budget formulation cycles

🎯 Requirements

• Bachelor's degree plus 5 or more years of experience in a related field • Master's degree may be used as a substitute for 2 years of experience • Budget formulation experience at a Federal Agency is a plus • Experience with the federal budget cycle is a plus • Proven history of handling a large portfolio of programs and projects • Familiarity with NOAA budget processes and organizational structures is a plus • Existing knowledge of National Ocean Service (NOS) programs is a plus • Highly organized and punctual • Experience using Excel to create detailed tables and track budget fluctuations • Ability to multitask and manage multiple projects in a high pace working environment • Ability to understand and prioritize customer needs • Skill in using discretion and tact when dealing with all levels of seniority • Ability to initiate action independently after having been given general guidance/direction • Ability to communicate effectively both orally and in writing
