• Develop and manage comprehensive cybersecurity curricula, including courses, modules, lessons, learning pathways, and training programs • Define learning objectives, competencies, prerequisites, and measurable outcomes • Align curriculum content, instructional activities, and assessments • Apply ADDIE, SAM, or similar instructional design models and adult-learning principles • Develop instructor-led, hands-on, scenario-based, laboratory, workshop, tabletop, and blended-learning experiences • Integrate SME content across Cyber Governance, Cyber Operations, Digital Forensics, Law Enforcement Integration, and other technical disciplines • Develop and maintain course outlines, lesson plans, instructor and student guides, presentations, exercises, laboratory instructions, case studies, scenarios, job aids, and reference materials • Design and implement knowledge, skills, and performance assessments • Evaluate training effectiveness and analyze assessment results • Identify learning gaps, measure student performance, and recommend curriculum improvements • Establish and maintain curriculum quality assurance standards • Conduct regular reviews of instructional materials for accuracy, consistency, currency, clarity, and alignment • Maintain curriculum documentation, traceability, revision histories, and curriculum maps • Develop integrated cybersecurity training pathways connecting technical disciplines and supporting organizational and partner-nation cybersecurity objectives
• U.S. citizen • Formal training or professional development in adult learning theory, instructional design methodologies, curriculum development, and learning assessment • 3–5 years of progressive experience developing, designing, and maintaining technical or cyber-related curriculum • Experience converting subject matter expert (SME) content into structured, learner-focused training • One or more of: CompTIA CTT+, ATD Instructional Design, or similar certification • Experience developing or adapting cybersecurity or technical curriculum for international training or international engagement • Work experience delivering training in low-resource environments • Ability to adapt SME-developed training materials for non-technical audiences, particularly law enforcement, government, policy, and governance stakeholders • Experience briefing leadership and decision makers • Excellent written and verbal communication skills • Ability to develop professional reports, training materials, policy products, briefings, and other program deliverables for government and interagency audiences • Ability and willingness to travel OCONUS (Bahamas) for short-duration temporary duty assignments
