• Conduct training needs analyses for agency migrations • Design role-based Oracle Fusion Cloud HCM training curricula and learning paths • Develop SCORM/xAPI e-learning modules using authoring tools • Create instructor-led training materials, facilitator guides, workbooks, labs, and presentation decks • Design and execute train-the-trainer programs • Produce job aids, quick reference guides, and contextual help content • Manage training environment setup and maintenance • Develop training effectiveness assessments aligned with Kirkpatrick methodology • Coordinate training logistics, scheduling, enrollment, delivery platforms, and completion tracking • Update training content for quarterly releases, configuration changes, and agency feedback • Collaborate with the OCM team on training schedules and communication campaigns • Analyze complex challenges and recommend solutions independently • Mentor junior professionals and lead cross-functional work efforts
• Bachelor's degree and 7 years of relevant experience; additional experience may be substituted for degree • 7+ years of experience in instructional design, training development, or training delivery for enterprise software systems • 5+ years of experience designing and developing end-user training for enterprise ERP, HCM, or cloud-based business applications • Proficiency with e-learning authoring tools such as Articulate Storyline or Adobe Captivate and SCORM/xAPI content standards • Experience developing role-based training curricula with instructor-led, e-learning, and blended delivery modalities • Ability to translate complex enterprise software functionality into clear, user-friendly training content • Experience with training needs analysis, curriculum mapping, and training effectiveness evaluation • Strong written communication skills and experience producing training documentation, job aids, and reference guides • Must be able to obtain and maintain a Public Trust clearance • US Citizenship required
