• Provides comprehensive acquisition planning support for supplies, services, professional services, information technology, and complex procurement requirements • Conducts acquisition strategy development and procurement milestone planning • Performs market research utilizing SAM.gov, GSA, SBA resources, industry databases, and agency acquisition tools • Develops and reviews acquisition packages for completeness, accuracy, and regulatory compliance • Advises customers regarding procurement requirements, acquisition approaches, performance work statements, statements of work, independent government cost estimates, and evaluation criteria • Reviews acquisition documentation for compliance with FAR, VAAR, and agency guidance • Assists Contracting Officers with solicitations, amendments, award documents, and source selection documentation • Supports source selection activities, cost and price analysis, negotiation documentation, acquisition decision documentation, and award recommendations • Supports contract administration, modifications, option exercises, and closeout activities • Reviews contractor performance data and assists with performance management activities • Assists with procurement action tracking, reporting, contract file management, acquisition analytics, procurement metrics, and management summaries • Serves as Contractor Team Lead for contract support personnel • Provides technical guidance, training, mentoring, and oversight to assigned acquisition personnel • Ensures consistency, quality, and timeliness of contractor deliverables • Coordinates staffing, onboarding, personnel replacement activities, and continuity of operations • Serves as primary interface between Contractor management and Government personnel • Monitors contract performance metrics and quality assurance requirements • Reviews and approves Monthly Activity Reports, Quarterly Activity Reports, and personnel status reports
• Expert knowledge of Federal acquisition laws, regulations, policies, and procedures • Extensive knowledge of FAR, VAAR, RFO FAR, and Federal procurement processes • Advanced knowledge of acquisition planning, source selection, contract administration, and procurement strategy development • Demonstrated ability to analyze complex acquisition issues and recommend effective procurement solutions • Strong leadership, organizational, communication, and stakeholder management skills • Extensive experience managing large and diverse Federal acquisition portfolios exceeding billions of dollars • Ability to lead geographically dispersed teams and support multiple acquisition priorities simultaneously • Strong technical writing, analytical, and procurement documentation review capabilities
