• Assist the Director of Policy and Vice President for Policy & Government Affairs in developing and carrying out the state policy agenda • Partner with senior management on state policy agenda development, including community-centered efforts • Conduct and coordinate analysis of state and federal legislative and regulatory proposals • Monitor state policy trends and progress • Coordinate processes ensuring state voices are represented in federal policy priorities • Develop and coordinate program- and issue-specific policy goals and technical assistance strategies with the Programs team • Evaluate policy and technical assistance progress over time • Develop and maintain expertise in key health policy areas • Serve as an advisor and thought leader on state and federal policy issues • Strengthen local community organization engagement around health issues • Build collaborative partnerships with state policy advocates • Write issue briefs, blogs, and other educational materials with the Communications team • Build and maintain strategic relationships with policymakers, funders, and state, national, and community-based organizations • Represent the organization externally • Support fundraising through strategy, funder and donor outreach, stewardship, proposal writing, and reporting • Potentially supervise Policy Associates, Policy Analysts, or seasonal interns • Perform other duties necessary to achieve policy team and organizational goals
• Bachelor’s degree plus at least 8 years of relevant work experience in health policy, or a combination of relevant higher education and years of legal and/or health policy work experience • In-depth knowledge of health policy issues • Ability to analyze complex and intersecting health legislation, regulations, and policies • Understanding of connections between state political environments and advocacy and policy campaign outcomes • Understanding of state and federal policy landscapes, trends, and policymaking processes • Excellent written and verbal communication skills • Ability to travel on average 3–5 times a year • Ability to oversee multiple tasks with high attention to detail • Commitment to health equity and racial justice, with experience in social change activism • Exceptional organization, policy analysis, written, and oral communication skills • Proven relationship development skills • Collaboration, conflict management, and management skills • Ability to work independently and manage one’s own time • Preferred: Master’s degree in public policy, public health, public administration, or a related field • Preferred: Experience leading or supporting state-level policy campaigns • Preferred: Extensive knowledge of state Medicaid, Marketplace, and related programs and policies • Preferred: Experience engaging with state policymakers, legislators, and public program officials
