• Provide overall technical leadership for the CIHS project across malaria, MNCH, laboratory systems, disease surveillance, health information systems, supply chain strengthening, and other health systems strengthening interventions • Serve as the primary technical point of contact with the Department of State and public, private, and non-government stakeholders when requested • Lead development and execution of an integrated technical strategy across disciplines, countries, and consortium partners • Ensure technical activities deliver high-quality, timely results aligned with donor priorities, country needs, global best practices, CRS standards, and MEAL policies • Manage, supervise, and mentor a multidisciplinary team of technical advisors • Foster collaboration, manage team dynamics and staff well-being, tailor development plans, and complete performance assessments • Contribute to staffing plans and recruitment of senior technical staff • Manage and mitigate technical risks and monitor national health priorities, policies, and contextual factors • Ensure adherence to staff safety, security, and safeguarding policies and plans • Promote responsible stewardship of agency and donor resources and support budget management, reporting, and accountability • Maintain relationships with consortium partner organizations and coordinate partner staff roles and activities • Foster learning, collaborative problem-solving, sharing of lessons learned, adaptive management, and continuous improvement • Identify technical capacity gaps and propose training, mentoring, and technical assistance for CRS, partner, and government stakeholders • Provide strategic oversight and leadership for technical programming across Guinea, Liberia, Mali, and Togo • Support achievement of project results and transition of health programs to country ownership
• Bachelor’s degree in international development, International Relations or a relevant technical area • Minimum 5 years’ relevant management and technical experience • Minimum 2 years’ experience managing donor funds, including multi-country grants • Recognized technical experience and qualifications in the sector, demonstrated by peer reviewed publications, conference presentations, etc. • Experience coaching and mentoring project staff • Demonstrated successful management of complex, high-value, multi-activity projects and logistics • Staff management experience conducive to a learning environment • Strong knowledge and experience in budget management • Experience with MS Office package (Excel, Word, PowerPoint, Visio), web conferencing applications, and information and budget management systems • Strong strategic, analytical, systems thinking, and problem-solving skills • Strong relationship management abilities with donors and government counterparts • Team leadership abilities with diverse and multidisciplinary teams • English required • Must be willing and able to travel up to 30% • Must be legally able to work where the position is performed • Successful candidates must clear pre-employment medical clearance when applicable • Preferred: Master’s Degree • Preferred: Experience engaging partners and strengthening partnerships; knowledge of CRS partnership strategy • Additional proficiency in French preferred
