📋 Description

• Serve as principal point of contact on global grant financial management and compliance issues with program staff, sub-grantees, CRS HQ Finance, and country program finance and compliance staff • Ensure relevant staff understand donor requirements • Support agreement development, review, and approval at CRS and sub-recipient levels • Assess partner financial capacity and ability to meet donor requirements; develop action plans for capacity or system gaps • Contribute to project start-up, mid-term, and close-out meetings regarding finance requirements • Develop and maintain reporting tracking and communications systems for sub-recipient deadlines, milestones, expiration dates, and approved grant procedure changes • Support global grant management teams, country programs, HQ finance, and compliance colleagues • Address questions regarding grant conditions and modifications or clarifications • Prepare financial reports in CRS financial systems for reconciliation and budget monitoring • Review subrecipient and country-level monthly financial reports • Lead preparation of donor financial reports and HQ review before donor submission • Support finance requests concerning budgets, spending, and reporting; provide guidance on donor and CRS finance policies • Assist with financial audit preparation and ensure timely closure of audit recommendations • Oversee preparation, implementation, and monitoring of audit-related action plans • Develop tools, operations manuals, and communications on donor compliance policies, including timekeeping, travel, and procurement • Oversee and lead financial close-out of global projects • Oversee development of cost applications and ensure budgets are reasonable, accurate, and reflect required program costs

🎯 Requirements

• Bachelor’s degree in Finance, Accounting, or related field • Minimum three years of progressive grants management experience • Strong demonstrated experience in finance and program management • Experience setting and monitoring complex budgets • Strong knowledge of donor, especially USG, funding mechanisms and requirements • Thorough knowledge of and experience with grant financial reporting • Knowledge of JDE and/or Oracle enterprise systems preferred; understanding of SUN Systems helpful • Strong knowledge of MS Office programs required • Knowledge of fund accounting and US Government funding regulations for non-profit organizations • Solid knowledge of humanitarian best practices, operational standards, and evolving guidance for emergency field operations • Strong communication and presentation skills • Demonstrated ability to train financial and non-financial staff of all levels • Excellent oral and written communication and interpersonal skills • Strong organizational and planning skills • Ability to work collaboratively in a proactive, multicultural team environment and independently • Ability to maintain strong customer service • Fluency in English and Spanish required • Must be willing and able to travel up to 30% • Preferred: Master’s degree • Preferred: Professional qualification in accounting (ACCA, CPA or equivalent) • Preferred: Experience implementing or supporting humanitarian programming • Must be legally able to work where the position is performed • Successful candidates must sign and adhere to CRS’ Code of Conduct
