• Lead support for VA's cryptographic modernization and post-quantum readiness efforts • Assess the organization's cryptographic inventory • Advise on migration strategies to quantum-resistant algorithms • Support policy and technical guidance for cryptographic standards adoption across the enterprise • Support enterprise security architecture, engineering, and operations across VA's Office of Information Security • Coordinate occasionally with VA Central Office in Washington, D.C. • Travel for limited program-related activities as required
• U.S. citizenship required • Public Trust — High Risk (Tier 4) background investigation • 10+ years of IT experience • 5+ years focused on quantum computing and cryptography at a large corporation or federal agency of comparable scale • Expertise in quantum mechanics, quantum algorithms, and quantum information theory • Experience with quantum programming languages/frameworks, such as Qiskit or Cirq • Expertise in cryptographic protocols, public-key infrastructure (PKI), and post-quantum cryptography • Knowledge of NIST PQC standards FIPS 203, 204, and 205 • Experience assessing organizational cryptographic inventory, identifying migration priorities, and communicating quantum risk to non-technical leadership • Bachelor's degree in Business Administration, Business Management, Cybersecurity, Computer Science, Information Systems, Information Assurance, Information Security, Information Resource Management, or a related field • Current certification satisfying DoD 8570/8140 workforce requirements at IAT Level III, IAM Level III, or IASAE Level III • Relevant cryptography or PKI certification desired • Programming proficiency in Python, C++, or Java
