📋 Description

• Provide technical leadership and strategic direction for strategic information, monitoring, evaluation, analytics, data systems, and learning across the Health Programs portfolio • Oversee SI/MEL implementation across multiple projects and project teams • Establish and refine SI/MEL frameworks, approaches, tools, activities, and portfolio-wide technical standards • Analyze project performance, indicator targets, data quality assessments, and portfolio-level trends • Resolve cross-award methodological and measurement issues, including indicator definitions, denominators, data quality gaps, and evaluation design trade-offs • Strengthen data governance, interoperability, and integration of DHIS2, EMRs, LMIS, and custom databases • Ensure project data systems meet donor reporting standards and support programmatic decision-making • Serve as senior technical advisor to project leadership, SI/MEL Directors and Advisors, and headquarters management • Provide technical guidance on surveillance and data use for epidemic control, global health security, and cross-cutting health programs • Support proposal development, write SI/MEL sections, and contribute to results frameworks • Synthesize lessons learned, disseminate best practices, and contribute to publications and conferences • Build capacity of technical teams and local partners in data management, visualization, and evidence use • Lead seasoned technical experts, including supervision, performance management, and professional development • Manage budgets, resource allocation, risk management, stakeholder engagement, and portfolio structure • Provide matrixed, dotted-line technical oversight to project SI/MEL Directors • Advise on staffing structures, participate in senior SI/MEL recruitment, onboard staff, and mobilize specialist support • Assume direct responsibility for SI/MEL activities on designated bilateral awards or global projects when requested • Travel approximately 25% to engage stakeholders, oversee implementation, and attend relevant meetings and events

🎯 Requirements

• Bachelor’s Degree or its International Equivalent in Business Administration, International Development, Civil Society, Communication, Social Marketing, Economic Development, Education, Environment, Gender, Health, Nutrition, Research, Technology, Youth, or a related field • Minimum 15 years of relevant experience in project management, overseeing complex projects and initiatives; or 12 years and a master’s degree; or 9 years and a PhD; or equivalent combination of relevant education and experience • Minimum 8 years of experience in leadership and line management • Proven experience leading and managing complex, strategic portfolios of programs/projects on a national or international scale • Experience leading teams in complex settings and managing financial and human resources • Significant experience working in non-governmental organizations (NGOs) • Demonstrated expertise in strategic information, MEL, surveillance, and data analytics in large, complex public health or development programs • Strong technical command of quantitative and qualitative methods and data visualization • Proficiency with digital tools including DHIS2, Power BI, and Tableau • Knowledge of global health and development programming, particularly global health security, infectious diseases, maternal and child health, and health systems strengthening • Comprehensive knowledge of project management principles • Expertise in program implementation methodologies • Proficiency in organizational leadership practices • Expertise in strategic planning, risk management, and stakeholder engagement • Excellent oral and written communication and analytical skills in English • Ability to meet or exceed revenue targets across USG, foundations/corporations, and other donors • Approximately 25% travel may be required • Must be able to remain in a stationary position 50% of the time • Must use computers and standard office productivity equipment • Preferred: Master’s Degree in a related field • Preferred: PMP Certification or other recognized project management certification • Preferred: Certifications relevant to research management or organizational leadership
