📋 Description

• Lead the Wisconsin modifications portfolio from intake through implementation • Ensure delivery of initiatives across scope, schedule, budget, and quality expectations • Establish and improve portfolio governance processes, prioritization frameworks, intake workflows, performance metrics, and reporting standards • Partner with Wisconsin DHS and Gainwell leadership to define priorities, delivery commitments, and portfolio roadmaps • Monitor portfolio health, risks, dependencies, resource capacity, and delivery performance • Drive issue resolution and escalation management • Review and validate project estimates, staffing plans, schedules, and delivery commitments across concurrent initiatives • Oversee modification-related budgeting, forecasting, invoicing, and financial performance • Manage cross-project and cross-vendor dependencies • Deliver executive-level reporting and recommendations to client and organizational leadership • Lead and mentor team members responsible for governance, reporting, forecasting, and financial administration • Serve as a liaison between Wisconsin DHS, account leadership, project management teams, and business stakeholders

🎯 Requirements

• Bachelor's degree in Business, Information Technology, Healthcare Administration, Project Management, or a related field • 5+ years of experience in program, portfolio, project, or delivery management within a complex technology environment • 5+ years of leadership experience overseeing cross-functional teams and large-scale initiatives • Experience managing multiple concurrent projects, budgets, and stakeholder groups • Experience presenting to and partnering with executive-level clients and leadership teams • Strong knowledge of portfolio management, governance, resource planning, forecasting, financial oversight, and risk management • Experience with software development and systems delivery lifecycles • Ability to influence and collaborate across business, operational, and technical organizations • Preferred experience supporting Medicaid, MMIS, healthcare payer, government technology, healthcare, or other regulated public-sector programs
