📋 Description

• Serve as the Functional Area Business Lead for Wisconsin's Children's Long-Term Support (CLTS) program • Act as the primary business analysis point of contact for assigned initiatives • Lead and coordinate operational initiatives, maintenance activities, enhancements, change requests, and project-related work from initiation through implementation and closure • Coordinate business analysis across stakeholders, project managers, developers, testers, operations teams, and client representatives • Bridge business and technical teams to define, document, communicate, and validate requirements and solution outcomes • Facilitate requirements elicitation sessions, business process reviews, solution discussions, stakeholder meetings, and client-facing presentations • Manage a portfolio of operational work, maintenance activities, and projects, including status tracking, lifecycle progression, blocker resolution, and risk/dependency communication • Analyze and improve business processes for operational efficiency, regulatory compliance, and client objectives • Support testing, validate outcomes, and obtain stakeholder approvals • Provide guidance, mentoring, workload coordination, and leadership to staff supporting CLTS initiatives • Contribute to process improvements, operational standards, training materials, knowledge management, onboarding, and continuous improvement • Use analytical tools, reporting solutions, and data analysis techniques to support business decisions and evaluate solution impacts • Coordinate priorities, resolve issues, and drive outcomes across business and technical teams • Work closely with Wisconsin DHS, business SMEs, developers, testers, project managers, and operational leaders

🎯 Requirements

• 8+ years of experience as a Business Analyst, Business Lead, Functional Lead, Product Owner, or similar role supporting complex technology initiatives • 5+ years of experience in Medicaid, healthcare, government programs, or other highly regulated environments • Experience managing work throughout the full project lifecycle, including requirements gathering, enhancements, maintenance, defect resolution, testing, implementation, configuration, change management, and production support • Experience creating, reviewing, and validating business requirements, business process documentation, test scenarios, solution deliverables, and project communications • Strong analytical and problem-solving skills • Experience using Excel, SQL, reporting tools, and data analysis techniques • Ability to independently manage multiple competing priorities • Ability to proactively drive work forward, remove blockers, follow through on commitments, and maintain accountability with minimal management oversight • Experience facilitating meetings and coordinating activities across business stakeholders, technical teams, project leadership, clients, and vendors • Exceptional written and verbal communication skills • Demonstrated leadership skills, sound judgment, ability to work independently, mentor others, and drive initiatives to successful completion • Remote work limited to the 48 contiguous U.S. states • Availability during core working hours of 7:30 AM–4:30 PM Central Time • Video cameras must be used during all interviews and internal and external meetings once hired
