📋 Description

• Serve as the technological point person for the business throughout the Inquiry to Order (ITO) phase • Provide technical expertise and develop technical solutions during the pre-ITO requisition process while interfacing with the commercial team • Deliver technically high-quality GE proposals that are compliant or clarified, effective, cost competitive, and lower risk • Ensure proposal technical accuracy, including specifications, clarifications, assumptions, exceptions, design and deliverables, installation scope, cost allocation, bills of materials, and engineering, installation, testing, and commissioning estimates • Perform basic studies to verify proposed solution specifications and designs • Create technical support for subcontractor and power equipment bid packages • Support customer presentations of technical capabilities and proposals • Design and implement methodologies, templates, and libraries for accurate cost estimates with minimal engineering effort • Write technical specifications for equipment and services • Work with project managers and sourcing teams to manage quotes and vendor responses • Collaborate with the Proposal Manager, AE team, and multidisciplinary engineers on Engineer, Procure, and Construct estimates • Support estimates for utility, industrial, and renewable substations, protection and control and equipment programs, systems and communications projects, and BOP projects including FACTS and HVDC segments • Apply market and customer economic understanding to bid strategies • Use judgment to resolve moderately complex operational, product management, manufacturing, technology, or engineering problems • Build consensus and influence stakeholders on technical topics

🎯 Requirements

• Bachelor of Science in Electrical Engineering or an equivalent technical degree • Minimum 5 years of experience with substation/electrical design, studies, specifications, estimating, and construction in substation, transmission, or power generation projects for the power generation/distribution/transmission industry • Minimum 2 years of technical proposal writing and proposal management experience • Up to 20% travel, potentially including international travel • Must comply with all relevant company travel and tax policies • Must be legally authorized to work in the United States • Experience with large and complex substation project proposal development • Experience with full turnkey substation solutions, EPC, EPCI, including civil works • Experience developing technical strategies based on customer CTQs and desired outcomes • Basic expertise in power transmission and distribution equipment and systems, electrical substations, and protection devices • Knowledge of equipment installation, construction, and field operations • Experience with engineering design packages, including drawings, calculations, studies, and bills of materials • Experience with power system studies and application of MV/HV/EHV/UHV equipment • Knowledge of project estimating methods and cost engineering theory • Knowledge of HV/EHV substation physical/outdoor design and construction, including foundation design and site preparation • Knowledge of substation protection and control schemes, SCADA communication systems, factory and site testing, commissioning methods, and maintenance • Construction, field testing, and commissioning experience • Knowledge of and experience using IEEE and ANSI standards and codes, including NEC and NESC • Working knowledge of power systems automation equipment, SCADA applications, and communication applications • PE license in the United States/Canada preferred
