• Serve as the technological point person throughout the Inquiry to Order (ITO) phase • Provide technical expertise and develop configurations, performance estimates, and economic solutions during the pre-ITO process • Deliver technically high-quality, compliant, effective, and cost-competitive proposals with reduced performance risk • Ensure proposal accuracy across specifications, clarifications, assumptions, exceptions, deliverables, installation scope, cost allocation, bills of materials, and engineering, installation, testing, and commissioning estimates • Perform basic studies to verify proposed solution specifications and designs • Support creation of subcontractor and power equipment bid packages • Support commercial teams in customer presentations of technical capabilities and proposals • Design methodologies, templates, and libraries for accurate, efficient cost estimation • Write equipment and service specifications and manage vendor quotes and responses with project management and sourcing • Develop Engineer, Procure, and Construct estimates for utility, industrial, renewable, P&C, equipment, Systems and Communications, BOP, FACTS, and HVDC projects • Analyze markets, customer economic value, competition, and winning bid strategies • Make engineering and operational decisions on moderately complex tasks and problems • Build consensus and influence stakeholders on technical topics
• Bachelor of Science in Electrical Engineering or equivalent technical degree • Minimum 5 years of experience in substation/electrical design, studies, specifications, estimating, and construction for power generation, distribution, or transmission projects • Minimum 2 years of technical proposal writing and proposal management experience • Up to 20% travel, potentially including international travel • Compliance with company travel and tax policies • Experience developing proposals for large and complex substation projects • Experience with turnkey substation solutions, EPC, and EPCI, including civil works • Expertise in power transmission and distribution equipment and systems, electrical substations, and protection devices • Knowledge of equipment installation, construction, and field operations • Experience with engineering design packages, drawings, calculations, studies, and bills of materials • Experience with power system studies and MV/HV/EHV/UHV equipment • Knowledge of project estimating methods and cost engineering theory • Knowledge of HV/EHV substation physical/outdoor design, foundations, and site preparation • Knowledge of substation protection and control schemes, SCADA communication systems, factory and site testing, commissioning, and maintenance • Construction, field testing, and commissioning experience • Knowledge and experience using IEEE and ANSI standards and codes, including NEC and NESC • Working knowledge of power systems automation, SCADA, and communication applications • Ability to multitask and work effectively in a team • Preferred PE license in the United States/Canada • Must be legally authorized to work in the United States • Successful completion of a drug screen, as applicable
