📋 Description

• Improve and extend analytical method templates for inferring residence, detecting displacement, and estimating poverty from MNO data • Design novel analytical methods when interventions require them • Assess what can be inferred from each operator’s data and support intervention design around data quality • Support technical conversations with mobile network operators and clarify data requirements • Write tests and detailed method specifications, including steps, parameters, pseudocode, and validation criteria • Guide operator engineering teams through implementation remotely or in person • Adapt methods for large data volumes and computational constraints • Run in-country workshops and tune parameters using statistical tests and distributions where feasible • Incorporate analytical and implementation improvements into standard templates • Design privacy-preserving analyses using aggregation, minimization, private set intersection, or homomorphic encryption • Protect partner data confidentiality and improve internal data security processes and tools • Build training materials for technical and non-technical GiveDirectly teams • Support introductory meetings with MNOs and inform data privacy and cybersecurity teams • Report to the Senior Product Manager – MNO data

🎯 Requirements

• Strong mathematical modeling, machine learning, and statistics • Deep comfort with spatio-temporal data, temporal filtering, GIS, probability distributions, combinatorial reasoning, and sparse, irregular observations • Direct experience with Call Detail Records (CDRs) or latching data is a strong plus; comparable mobility, transport, sensor, or remote-sensing data experience counts • Ability to reason without ground truth and set parameters from data distributions • Pragmatism balancing analytical accuracy and operational implementability • Excellent communication and relationship-building skills; ability to explain methods to technical and non-technical audiences • Experience writing technical specifications implemented by other teams • Ability to read and review SQL and Python written by others • Understanding of large data volumes and databases • Commitment to privacy by design; familiarity with private set intersection, secure multi-party computation, or homomorphic encryption is a strong plus • Experience handling commercially sensitive data and maintaining confidentiality • Experience designing training material for non-specialists • Comfort in fast-moving, changing contexts • Desirable: poverty modeling, survey data and instruments, mobile network operator experience, or open-source mobility estimation contributions • Comfortable traveling to fragile and post-disaster contexts • English language required • French, Portuguese, Swahili, or Spanish preferred • Ability to work in one of the listed hiring countries; U.S. or U.K. visa sponsorship is unavailable
