• Serve as the principal steward of technical content for the project. • Integrate TANF, means-tested program, tax, benefit, marriage and family, Tribal, HMRF, implementation, and research expertise into one controlled content portfolio. • Ensure analysis, recommendations, TTA, pilot guidance, and public products are accurate, current, actionable, accessible, and consistent across audiences. • Lead the technical-content plan and maintain the evidence inventory, source hierarchy, research and policy scan, analytic question set, product backlog, editorial calendar, and content-reuse library. • Provide or coordinate expertise on TANF, Tribal TANF, federal and State tax policy, EITC and filing rules, benefits, early-childhood programs, child-care subsidies, asset limits, household definitions, eligibility cutoffs, and benefit cliffs. • Analyze how marriage-related rules affect biological two-parent families, unrelated cohabitor families, mixed-status households, and other family types served by TANF and means-tested programs. • Develop policy and practitioner recommendations for using TANF and other public resources, including education, counseling, incentives, bonuses, fee coverage, tax approaches, grants, transitional benefits, and program-design changes when authorized. • Support readiness, co-design, implementation, course correction, and sustainability for pilot sites and match each site with appropriate functional and technical expertise. • Develop and technically review tools, templates, policy briefs, practice briefs, reports, trainings, guidance, promising-practice products, and State, Tribal, or frontline resources. • Coordinate named and additional experts, prepare consultant scopes and review packages, assign content reviews, reconcile expert comments, and document unresolved interpretations for Project Manager and COR decision. • Apply plain-language, Section 508, citation, source-control, version-control, and evidence standards before content enters design, dissemination, or final Government review. • Monitor emerging research, policy, and field practices and recommend updates to tools, TTA priorities, and pilot support.
• At least eight years of advanced experience in TANF, means-tested programs, human-services policy, family policy, applied research, TTA content development, or a closely related discipline. • Deep ability to interpret statute, regulation, guidance, program rules, evidence, and implementation context and translate them into practical recommendations. • Experience managing technical content, expert reviewers, editorial workflows, product portfolios, and quality-control processes. • Excellent research synthesis, policy analysis, technical writing, facilitation, and communication skills for federal, State, Tribal, practitioner, and public audiences. • Ability to distinguish authoritative sources from secondary research, document assumptions and limitations, and coordinate specialized expertise without overstating evidence. • Graduate degree in public policy, law, economics, social work, sociology, demography, public administration, or a related field is preferred. • Direct experience with TANF funding flexibility, marriage penalties, benefit cliffs, HMRF collaboration, Tribal TANF, early-childhood or child-care policy, tax credits, or multi-program eligibility is preferred. • Experience producing Internet-ready, Section 508-conformant federal tools, training, briefs, reports, or multimedia products is preferred. • Master's degree preferred; bachelor's degree with substantial equivalent specialized experience will be considered. • Eight or more years of advanced policy, program, research, or technical-content experience is preferred.
