📋 Description

• Implement and maintain university clients’ research security and export controls compliance programs • Serve as subject matter expert and institutional research security point of contact • Promote compliance culture and oversee adherence to federal regulations, institutional policies, and sponsoring agency requirements • Conduct risk assessments, develop work plans, and take corrective action • Administer export control programs, make export control determinations, serve as ITAR empowered official, and manage license processes • Execute and update the Research Security and Export Controls Manual • Advise the Seattle Children’s community on regulatory and enforcement trends • Manage restricted party screening, user access, training, match reviews, and adjudication • Review international scholar, staff, and student requests for export control considerations • Develop international travel review processes and promote safe travel practices • Develop employee training and processes for export-controlled equipment and international shipments • Review research proposals, grant awards, agreements, and contracts for research security and export control terms • Support technology control plans and monitor compliance • Develop and monitor risk mitigation plans required by federal funding agencies • Participate in Seattle Children’s committees and working groups • Support Foreign Gifts and Contracts and Foreign Financial Disclosure reporting requirements • Collaborate with faculty, staff, students, legal, compliance, HR, IT, facilities, and research offices

🎯 Requirements

• In-depth understanding of ITAR, EAR, OFAC regulations, and federal contracting requirements • Strong interpersonal and communication skills with the ability to work collaboratively • Proven experience developing and implementing research compliance programs, global trade compliance, and/or research operations • Bachelor’s degree and at least 5 years of direct experience, or equivalent combination of relevant advanced degree and experience • Skill in developing robust online training materials • Experience interpreting, synthesizing, and distilling complex federal regulations • Experience building partnerships across departments • Demonstrated ability to build trusted advisor relationships with clients • Experience supporting sales and business development • Flexibility to travel periodically based on business and client needs
