• Direct, develop, and execute Otsuka’s enterprise public policy agenda • Lead a public policy team of two and policy advisors/consultants • Collaborate with Corporate Affairs, Market Access, Pricing & Contracting, Commercial, Regulatory, R&D, and other functions • Shape and drive the U.S. public policy agenda in alignment with Otsuka’s strategic goals • Present strategic plans and policy updates to senior executives, including the CEO • Develop and execute comprehensive policy strategies with Federal/State Government Affairs and Alliance Development • Assess legislative and regulatory developments and their potential impact on Otsuka’s business and operations • Co-lead the internal Inflation Reduction Act Task Force and prepare the business for implementation impacts • Guide Commercial and R&D organizations in preparing for federal and state laws and programs • Prioritize U.S. policy initiatives across Corporate Affairs, Regulatory, R&D, and Commercial • Lead the creation of U.S. policy positions • Represent Otsuka’s priorities within key U.S. trade organizations, particularly PhRMA • Maintain relationships with national policy organizations and healthcare policy thought leaders • Oversee budgets for vendors and consulting services • Contribute to the strategic direction of Otsuka’s public policy efforts • Set objectives for direct reports and develop annual objectives and KPIs • Delegate effectively, facilitate communication, and provide coaching, mentoring, and development opportunities
• Master’s degree in health policy, Public Health, Public Affairs, or a related field preferred • At least 10 years of experience in health policy, public programs (Medicare, Medicaid), or government sectors, with a focus on payer/commercial expertise • Minimum of 5 years managing high-performing teams • Ability to develop talent • Strong knowledge of laws, regulations, and compliance guidance related to healthcare policies • Proven ability to assess and communicate the business impact of policies, shape commercial strategies, and define policy objectives • Deep understanding of the U.S. biopharmaceutical market • Deep understanding of government programs, including Medicare and Medicaid • Understanding of healthcare reform, pricing, reimbursement, and regulatory matters • Track record of successfully collaborating across departments • Willingness to travel
