• Direct interpretation and dissemination of OMB guidance and apply it to the client environment. • Diagnose and analyze the client environment and recommend improvement alternatives. • Support client consensus and decision-making. • Implement changes to accounting, budget formulation, budget execution, procurement, and capital planning processes and data coding to implement TBM. • Provide TBM support and expertise and oversee TBM methodology and framework implementation. • Deliver technology advisory and implementation solutions that maximize business value from IT investments. • Interface with Investment Managers and key Investment personnel on Major IT Business Case and IT Portfolio Summary submissions. • Assist with federal agency and OMB budget and IT portfolio data calls. • Assist Government and contractor personnel with preparation, submission, and maintenance of investment/project-level documentation. • Support preparation, execution, and submission of budgets. • Develop and review business cases and support project management documentation and client briefings. • Support financial and business analysis, risk management, performance measurement, and capital planning for IT investments. • Develop and review TBM-related program documentation. • Develop and present TBM and cost-related training. • Work closely with the client CPIC team on TBM-centric CPIC activities. • Create high-impact presentations for senior client leaders. • Develop program communications with stakeholders across offices and bureaus. • Create internal and client status reports, executive reports, and support OMB, agency, and office data calls.
• Bachelor’s degree in Business, IT, or related discipline. • Certified TBM Executive (CTBME) Certification • 5+ years of related IT management experience • 5+ years of project and customer management experience in Federal Civilian consulting environment • 3+ years of working experience in all CPIC phases and managing/supporting large investments • Expertise in using all Microsoft Suite Products, including SharePoint, Excel, and PowerPoint • Candidates must possess an active Secret clearance or be able to obtain and maintain a Secret clearance as a condition of employment. • Excellent verbal, graphical, interpersonal, and written communication skills. • Strong analytical, problem-solving, and decision-making capabilities. • Ability to work in a fast-paced environment. • Strong organizational and project management skills. • Demonstrated professionalism in providing client support, including judgment, discretion, tact, and diplomacy. • Sound business ethics, including protection of proprietary and confidential information. • Ability to work with internal staff, outside clients, and vendors. • Superior interpersonal skills, courtesy, professionalism, and cooperative attitude. • Preferred: 1+ years of CostPerform cost modeling experience. • Preferred: Master’s degree in Business, IT, or related discipline. • Preferred: Project Management Professional (PMP) Certification. • Preferred: Hands-on experience with a CPIC Portfolio Management Tool.
