• Management and supervision of the contractor team providing oversight and support services to the Purchase Card Program • Quality control, review and approval of working papers, and adherence to standards • Review 100% of NIH's purchase card transactions regularly for compliance • Conduct compliance reviews of cardholders and card approving officials • Provide leadership and guidance in conducting compliance reviews • Ensure coordination and support for the NIH A/OPC in various activities • Prepare briefings and presentations; assist with training materials and annual refresher classes • Issue monthly activity reports and schedule regular status meetings • Considered Key Personnel for the contract
• Strong leadership, project management, analytical, interpersonal, communications, and organizational skills • Work experience and knowledge of FAR, HHS Acquisition Regulation, GSA-Government-wide SmartPay Purchase Card Program, and relevant laws • Experience in compliance auditing and certified in auditing • Analytical, regulatory, assessment and project management skills • Bachelor's Degree with at least 8 years management experience in procurement and purchase card programs • Knowledge of Federal regulations, policies and guidelines regarding FAR, GSA, OMB, and DHHS • Ability to use approved data analysis tool and comply with NIH OIT Certification standards • Significant knowledge of Microsoft Office programs and data manipulation skills
