• Own the annual Human Resources compliance calendar and ensure recurring federal, state, and local requirements are completed on time • Prepare, coordinate, validate, and submit employment and benefits-related regulatory reporting, including EEO-1, California Pay Data Reporting, ACA reporting, Form 5500, RxDC, VETS-4212, and state-required employment reporting • Partner with Payroll, Benefits, Finance, Legal, external vendors, and business leaders to collect and validate reporting information • Maintain regulatory filing documentation and audit readiness • Monitor federal, state, and local employment law changes and assess impacts on HR policies and practices • Draft, revise, maintain, and publish HR policies, handbook content, and state-specific addendums • Research employment law questions and provide compliance guidance • Administer mandatory compliance training and track completion, certifications, and documentation • Conduct audits of HR records, policy acknowledgments, training records, I-9 documentation, personnel files, and employment records • Own I-9 compliance auditing and corrective action guidance while supporting E-Verify and onboarding compliance • Identify compliance gaps, recommend corrective actions, and support government audits and agency requests • Develop compliance tracking tools, reports, dashboards, reference materials, job aids, and standard operating procedures • Identify process improvements through automation, technology, and AI-enabled solutions • Support special HR compliance initiatives and complete assigned deliverables on time and on budget
• Strong knowledge of federal, state, and local employment laws, HR compliance requirements, and regulatory reporting obligations • Strong knowledge of multi-state employment practices, handbook administration, and policy development • Experience preparing and coordinating employment-related regulatory reporting, including EEO-1, ACA, California Pay Data Reporting, Form 5500, RxDC, or similar programs • Experience monitoring legislative changes and implementing policy and operational updates • Experience researching employment laws, interpreting regulatory guidance, and applying compliance requirements • Experience drafting, revising, and maintaining HR policies, handbook content, and state-specific policy addendums • Experience managing compliance calendars, regulatory deadlines, and recurring reporting requirements • Experience conducting compliance audits, identifying risks, and developing corrective action recommendations • Experience developing reports, compliance dashboards, and executive summaries • Ability to interpret complex regulations and communicate requirements in a practical, business-focused manner • Ability to handle confidential and sensitive information with sound judgment • Knowledge of HR programs, employee lifecycle processes, benefits administration, payroll practices, and HR technology • Proficiency with Microsoft Office Suite, HRIS platforms, and reporting tools • Ability to leverage AI and emerging technologies for compliance monitoring, reporting, documentation, and process efficiency • Ability to manage multiple priorities with exceptional attention to detail and accuracy • Ability to work independently and collaboratively • Effective communication with employees, managers, executives, vendors, and government agencies • Bachelor’s degree in human resources, business, legal studies, or related field OR a recognized HR certification such as PHR, SPHR, SHRM-CP, or SHRM-SCP • Minimum five years of progressively responsible Human Resources experience • Minimum three years supporting HR compliance, employment law administration, regulatory reporting, or HR operations in a multi-state environment • Up to 10% business travel, potentially to any or all 50 U.S. states
