• Serve as a strategic advisor and technical facilitator for Digital Thread and PLM modernization programs supporting a federal government client • Capture, analyze, and optimize mission-critical engineering workflows across hardware and software development lifecycles • Map end-to-end engineering lifecycle processes, user journeys, data handoffs, and cross-functional data flows • Review and document current processes, workflows, tools, data flows, and pain points • Conduct stakeholder interviews, workflow observations, and facilitated sessions • Develop process maps, swimlane diagrams, and data flow models using BPMN or equivalent frameworks • Conduct gap analyses between legacy workflows and target Digital Thread/PLM architectures • Identify use cases, business value, success metrics, and pilot opportunities • Design future-state process architectures incorporating best practices, compliance requirements, and organizational constraints • Develop transition plans, implementation roadmaps, milestones, dependencies, and risk mitigation strategies • Define requirements, traceability frameworks, and governance models for software asset management and configuration control • Establish governance structures, decision rights, escalation paths, and continuous improvement mechanisms • Create and maintain requirements traceability matrices • Facilitate cross-functional workshops and design sessions • Translate technical and regulatory requirements into actionable implementation specifications • Liaise between process owners and technical solution architects • Produce process documentation, business cases, requirements specifications, and governance frameworks • Support change management and training with process documentation, standard operating procedures, and user guides • Maintain configuration control and version management of process artifacts
• Bachelor's degree in Engineering, Business, or IT • 10–15 years of business architecture or process engineering experience for Principal level, or 15+ years for Expert level • Advanced degree (Master's or higher) may substitute for up to two years of required experience • Background supporting DOE/NNSA National Laboratories, complex weapons/engineering programs, or high-consequence defense facilities • Understanding of National Laboratory and Department of Defense engineering operational, regulatory, and security requirements • Experience with ITAR/EAR export controls, classified information handling, and quality assurance protocols such as NQA-1 and AS9100 • Familiarity with Firm Fixed Price (FFP) and FFP Level of Effort (FFP-LOE) task orders • Experience mapping process architectures for integrated hardware/software environments using PTC tools or equivalent PLM/ALM suites • Hands-on experience with enterprise PLM platforms and integration with CAD, PDM, ERP, and ALM systems • Working knowledge of Visio, Lucidchart, Camunda, ARIS, DOORS, Jama, or Azure DevOps • Understanding of data management standards, metadata schemas, configuration item identification, and change control workflows • Experience translating engineering workflows into functional system requirements without writing backend software code • Ability to elicit, analyze, and document complex business and technical requirements • Strong analytical and problem-solving skills • Excellent written and verbal communication skills • Ability to produce executive-level presentations, technical documentation, and cross-functional briefings • Ability to work independently, manage multiple concurrent priorities, and deliver high-quality results • U.S. citizenship • Eligibility for Sandia National Laboratories site access and ability to obtain and maintain the appropriate clearance • Compliance with DBIDS registration, PIV credentialing, and required site training • Preferred: professional certifications such as CBAP, TOGAF, CSEP, or Lean Six Sigma Black Belt • Preferred: experience with Digital Thread, MBSE, Agile/SAFe, data governance, cybersecurity frameworks, DevSecOps, CI/CD, and enterprise PLM platforms
