📋 Description

• Own the capital allocation strategy for the Raytheon business portfolio • Lead multi-year rolling forecasts and 5-year-plus capital investment plans • Drive portfolio decision forums with senior Engineering, Operations, and Finance executives • Design, implement, and refine enterprise-wide investment frameworks, prioritization models, and weighted scoring systems • Establish and execute global standards for capital justification and gate-review governance • Oversee end-to-end capital intake, triage, and appropriation for major CAPEX and OPEX facility and infrastructure initiatives • Guide capital appropriation request workbooks and validate feasibility, manage risk, and ensure alignment with the Annual Operating Plan • Partner with IT and Engineering to integrate CMMS, condition assessments, reliability indicators, and risk registers into a centralized planning model • Develop dashboards, heat maps, and reports on portfolio health, investment execution performance, and funding allocation accuracy • Advise executive stakeholders across business units • Drive alignment, manage change, lead cross-functional workshops, and improve systematic planning maturity • Drive long-range asset strategy and transform project-level coordination into proactive enterprise portfolio stewardship • Own end-to-end investment lifecycle accountability and optimize Total Cost of Ownership

🎯 Requirements

• Minimum of 10+ years of experience in strategic real estate portfolio management, enterprise capital planning, facility and infrastructure asset management, and/or engineering within complex, capital-intensive environments • Bachelor's degree in Engineering, Business, Finance or related field, or a combination of related work and schooling in lieu of degree • 8+ years designing, deploying, and governing enterprise-wide capital allocation systems, prioritization frameworks, and multi-year investment roadmaps • 5+ years' experience with physical asset lifecycles, MEP/facility infrastructure, built environment risk, and technical inputs including FCA/FCI, RCM, and MTBF • 5+ years' experience in capital allocation strategy, financial modeling including NPV, IRR, and LCCA, corporate capital policy, strategy, and color-of-money financial compliance • 5+ years' experience with Excel, business intelligence solutions such as Tableau or BI, and interpreting condition assessments, reliability indicators, risk registers, and MEP infrastructure • Ability to obtain and maintain a U.S. government-issued security clearance • U.S. citizenship required for security clearance eligibility • Preferred: advanced data analytics, predictive modeling, CMMS integration, investment planning tools, enterprise risk platforms, Python, Power BI, Tableau, facility/utility infrastructure, building systems, asset lifecycle degradation, enterprise risk assessment, operating model design, capital process standardization, change management, and standardized investment frameworks
