📋 Description

• Serve as the hands-on, day-to-day owner of the Oracle database tier across all NCFMS environments • Sustain database environment health, performance, security posture, and recoverability • Administer Oracle RDBMS installation, configuration, hardening, security controls, tablespaces, and data integrity • Tune and monitor database performance, system availability, sizing, and capacity • Administer the Oracle middle tier, including middleware installation, application process deployment, hardening, and SSL certificate management • Execute backups, restores, instance overlays, encrypted backups, and secure off-site transfers • Run COOP and disaster recovery activities, including synchronization, recovery, and annual contingency testing • Manage the multi-instance lifecycle across Development, QA/Test, UAT, Training, COOP/DR, and Production • Monitor and manage business-critical nightly batch processing • Operate under SDLC and Change Control Board processes and prepare deployment plans • Produce monthly metrics, patch compliance reports, technical status reports, inventories, and annual outage calendars • Resolve escalated production database issues affecting payment runs or closing deadlines within contract service levels

🎯 Requirements

• 9 years of progressive database administration experience • 6 of those 9 years administering Oracle E-Business Suite in a production environment • Experience administering Oracle RDBMS, including installation, configuration, hardening, security controls, tablespace management, and data integrity • Experience tuning and monitoring database performance, sizing, and capacity planning • Experience administering Oracle middleware and managing SSL certificates • Experience with backup, restore, instance overlay, backup encryption, secure off-site backups, and media access control • Experience with COOP and disaster recovery, including synchronization, recovery, and contingency plan testing • Experience managing multi-instance lifecycles across Development, QA/Test, UAT, Training, COOP/DR, and Production • Working knowledge of NIST SP 800-53 Rev. 5, FISMA, and DISA STIGs • Experience with SDLC and Change Control Board approval processes • Ability to produce written client deliverables and technical reports • Federal financial system DBA experience at CFO Act agencies preferred • Experience with Tungsten MarkView, Capture, Oracle Payables, PIV-card SSO with Microsoft Azure, REST APIs, ReactJS, and federal financial interfaces desired • Familiarity with Oracle Federal Financials modules and related end-to-end processes desired • Automation and scripting proficiency desired • Storage Area Network monitoring, redundancy, and configuration experience desired
